• Lead implementation of risk based monitoring systems ensuring sub awardee compliance with federal and state requirements.
• Oversee desk, on site, and virtual monitoring activities, ensuring quality and consistency across programmatic, fiscal, and reporting reviews.
• Review and interpret complex financial documentation to validate allowable expenditures and identify emerging risks.
• Serve as a strategic resource for Division Directors on finance, administration, and grant related decision making.
• Direct sub award spending oversight using People Soft Financials while ensuring accurate and accessible financial documentation.
• Evaluate sub awardee data for accuracy, completeness, and alignment with required performance measures.
• Identify compliance deficiencies, lead development of corrective action plans, and ensure timely resolution.
• Provide high level technical guidance to sub awardees to strengthen grant management, reporting, and documentation practices.
• Maintain audit ready records and oversee preparation for state and federal audit activities.
• Coordinate with internal program, finance, and data teams to resolve issues and support continuous improvement of processes and tools.
• Monitor completion of corrective actions and ensure sustained compliance across sub awardees.
• Contribute to enhancements of monitoring tools, templates, and procedures to improve efficiency and effectiveness.
Requirements
• Knowledge of federal and state laws governing finance and programmatic activities.
• Working knowledge of business administration, accounting principles, and grant management.
• Ability to develop new procedures for unprecedented situations and extend standard practices as needed.
• Strong collaborative skills with state, local, and federal partners.
• Proficiency in People Soft Financials and advanced Microsoft Office tools.
• Ability to learn reporting systems such as Red Cap, EUNA, and Amplifund.
• Strong analytical, problem solving, verbal, and written communication skills.
• 4–6 years of experience in program evaluation, quality assurance, grant administration, data analysis, or data management.
Preferred:
• Experience with CMS funded programs or federal cooperative agreements.
• Familiarity with Indiana's rural health landscape.
