Duties
* The incumbent implements the State's Incentive Program and subordinate programs, including SRIP, AMEDD, SLRP, CLRP and BRS-CP (collectively referred to as incentive contracts and programs) through policy execution and processing of contracts/actions.
* The incumbent conducts a continuous review of policies related to contract monitoring, termination notifications, Congressional inquiries, and complaints from the Inspector General as applicable.
* Provides support in the training and oversight of lower echelon system operators (Brigade, Battalion, etc.) to ensure compliance with established policies and procedures.
* Performs other duties as assigned Requirements Conditions of employment

* This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
* Selectee will be required to wear the military uniform.
* Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
* Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
* Males born after 31 December 1959 must be registered for Selective Service.
* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a probationary period.
* Participation in direct deposit is mandatory.
* This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
* Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
* Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
* Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
* May require travel in military and/or commercial aircraft to perform temporary duty assignments. Qualifications MILITARY GRADES: E4 through E6 GENERAL EXPERIENCE : 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
* Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
* Plan and organize work; and
* Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.
Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. AND SPECIALIZED
EXPERIENCE:
At least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. Thorough knowledge of Army National Guard (ARNG) Incentive Programs, Defense Joint Military Pay System (DJMS), Guard Incentive Management System (GIMS), and HR principles. Strong organizational and communication skills, along with familiarity of incentive management systems and ARNG policies.
