Location:

This role requires associates to be in-office 3 days per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work-life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. Ideal candidates will be able to report to our Pulse Point location in Indianapolis, IN. Alternate locations may be considered if candidates reside within a commuting distance from an office.

The Technical Program Director provides executive-level leadership for multiple large, strategic, enterprise-wide programs composed of multiple interdependent projects, with a strong emphasis on clinical care management and clinician-aligned business and financial outcomes. This role manages programs of $20M+ in scope or equivalent complexity and typically reports to an executive leader.

The role serves as the primary IT partner to the clinical care management organization, acting as the single point of accountability for translating clinical and care management priorities into scalable, operationally sound, and financially optimized technology solutions delivered across Elevance IT. This leader is also accountable for portfolio-level and program-level financial management, including investment planning, budgeting, forecasting, value realization, and ensuring alignment between technology delivery and enterprise financial objectives.

How you will make an impact:

  • Serves as the primary IT point of contact and strategic partner for the clinical care management business and clinician-led teams.
  • Provides strategic planning and advisory support to executive leadership, aligning clinical priorities, staffing needs, financial targets, and long-term program projections.
  • Leads the development and execution of enterprise program and project plans, including goals, clinical and technical strategy, financial planning (budgets, forecasts), resourcing, scheduling, risk management, and dependency coordination.
  • Owns end-to-end financial accountability for programs and portfolio segments, including budget management, forecasting, variance analysis, and cost optimization to ensure delivery within approved funding.
  • Develops and maintains multi-year investment plans and business cases, including ROI, NPV, and value realization tracking tied to clinical and operational outcomes.
  • Partners with finance, actuarial, and business leaders to align technology investments with profitability, cost-of-care reduction, and revenue growth objectives.
  • Leads portfolio prioritization and funding allocation, ensuring initiatives are sequenced and optimized to maximize enterprise value and strategic impact.
  • Partners with clinical and business leadership to define, sequence, and continuously prioritize work across multiple Elevance technology teams, balancing clinical urgency, business value, financial return, and delivery capacity.
  • Acts as the central coordinator between the clinical business and Elevance IT organizations, including application, platform, data, digital, security, infrastructure, and shared services teams. Translates care management, care navigation, and risk program objectives into integrated, enterprise-ready technology solutions.
  • Oversees IT operational readiness and stability for clinical care management solutions, including release planning, production support, incident and escalation management, and service continuity.
  • Ensures clinical workflows, regulatory considerations, and member safety are embedded into solution design, change management, and operational processes.
  • Establishes and governs financial and operational KPIs, tracking performance against cost, value realization, and efficiency targets (e.g., cost per member, utilization improvements).
  • Manages vendor and contract financial performance, including cost controls, financial negotiations, and outcome-based delivery models.
  • Coaches and mentors project and program leaders; establishes delivery, governance, and financial management standards.
  • Protects revenue and SVRO value, directly supporting Carelon's growth strategy and market expansion.

Minimum Requirements:

  • Requires a BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 15 years of enterprise project management experience in broad-based information systems managing increasing project size and complexity that are transformational in nature for the organization, full life-cycle application development and/or building enterprise applications; or any combination of education and experience, which would provide an equivalent background.
