Position: SUPV IT PROGRAM MANAGER (PROJMGT) with Security Clearance
Duties
* Plans, directs, organizes, coordinates, and supervises the work of employees involved in the life cycle management processes related to major automated information systems (AIS).
* Develops AIS program and budget requirements, justifications, and documentation to meet all mandatory DoD Life Cycle Management (LCM) and Financial Management regulatory requirements.
* Develops performance standards and objectives and develops individual development plans. Appraises the performance of each supervisor and team leader.
* Serves as a technical expert for assigned systems, database systems, or network. Keeps abreast of changes in policies, regulations, and directives to determine effect on operations.
* Adjusts operations or makes recommendations to increase effective and efficient use of resources. Analyzes work requirements. Recommends and justifies staffing, equipment, and other resources. Develops annual plans for accomplishment of the mission. Requirements Conditions of employment

* This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Candidates must have served 3 months after latest competitive appointment in the Federal service.

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. * Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
* Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
* Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
* Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. In addition to meeting the basic requirement above:
One year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as:
Providing expert-level oversight and analysis for an organization's highest priority IT systems projects during the entire project life cycle, including planning and development, execution and evaluation of project performance, risk management, budget planning, and resource allocation;
And providing technical guidance and oversight to posture database administration, web administration, software development, data reporting, release management, and configuration management of Information Software and Systems. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education Education is not substitutable for specialized experience at this grade level.
