Description
The Director of Investigations reports directly to the Assistant Chief Deputy and is responsible for conducting and supervising investigations, special inter-office investigative requests, and other special projects as assigned, which may include writing and/or reviewing detailed reports; making recommendations as to potential settlement or denial of tort claims; locating individuals, serving subpoenas; assisting deputy attorneys general as requested, handling office security matters, and offering assistance in-house and to other federal, state, and local agencies in other areas of interest to the office.

This is not a sworn law enforcement position but many of the job duties are consistent with that of a sworn law enforcement officer, particularly that of detective. The ideal candidate will have prior law enforcement experience as a detective.

Examples of Duties

Essential Duties and Responsibilities include the following:
  • Responsible for managing a team of investigators and support staff and overseeing a diverse range of matters from start to completion.
  • Responsible for assigning investigations and other related tasks in consultation with supervising counsel. The ability to recognize and explain complex matters and to distinguish essential investigative data, information, and statements from non-essential.
  • Responsible for developing best investigative practices and policies and streamlined processes for all tasks associated with the Division.
  • Responsible to stay informed on new and emerging technologies relative to the field of investigations, to be responsive to both supervisors and the needs of the staff, and to provide the staff with the tools they need to efficiently and effectively carry out their respective duties.
  • Responsible for the review and development of case reports, monthly case status reports, and yearly reports associated with tort claims.
  • Responsible for oversight of Division budget to include personnel costs and routine and non-routine purchases to assist the Division.
  • Responsible for office security of all Office staff and officials in coordination with the Capital Police at all times.
  • Responsible for the regular assessment of the division as a whole.
  • Responsible for the development of the staff under his/her supervision including in investigatory techniques and practices.
  • Responsible for development and maintenance of a curriculum of annual training consistent with that required for law enforcement officers.
  • Responsible for development of tort claim review process with emphasis on efficient review and response and with attorney input.
  • Responsible for oral and written briefing on all investigative matters to executive leadership.
Typical Skills and Qualifications
A four-year degree is strongly preferred but not required; absent a degree, six years of relevant experience in the area of investigations or a related field is strongly preferred. Prior experience in managing investigators also preferred. Must be able to pass a thorough background investigation, have a valid driver's license and be willing to attend and successfully complete applicable investigator training.

  • Proven case management and technical/computer knowledge.
  • Must be trustworthy, organized and highly motivated with a keen attention to detail.
  • Must be able to analyze and synthesize complex or diverse information including data collected and/or researched from an investigation.
  • Must be able to improve and promote quality; demonstrate accuracy and thoroughness; monitors own work to ensure quality.
  • Must have a record of leadership, display tact and good judgment, show respect for others and maintain ethical conduct in and outside of the office.
  • Computer, business, accounting background, and/or law enforcement experience a plus.
Specific Job Requirements Include:
  • Former law enforcement detective experience preferred.
  • Four-year degree from an accredited college or university preferred but not required.
  • Master's degree preferred but not required.
