About the Indiana Department of Health (IDOH):
The Indiana Department of Health's mission is to promote, protect, and improve the health and safety of all Hoosiers so that they can reach their optimal health regardless of where they live, learn, work, or play.
This role works directly with all Ryan White Part B funded agencies in the State of Indiana focusing on fiscal compliance and monitoring. The role is a part of a small team that travels and is expected to stay overnight to some funded agencies to perform monitoring visits. Ideal candidates would have financial background, be familiar with the Ryan White Program, and grant administration and compliance.

Salary:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience.
The essential functions of this role are as follows:
- Formulate and interpret all policies and procedures related to a public health program.
- Develop public health program plans relative to assigned program area, implement changes and evaluates effectiveness of on-going programs.
- Develop a variety of complex statistical and narrative reports identifying program trends and needs.
- Maintain management information systems related to program area identifying computerization needs and expansion recommendations.
- Participate in and/or coordinates grant writing efforts and manages related budgets.
- Serve as primary agency liaison regarding public health program area, working closely with associated federal, state and local agencies and partners to ensure that program objectives are modified and updated as needs dictate.
- Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.
- Ensure work adheres to quality standards, deadlines, and proper procedures.
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Considerable knowledge in program subject matter (e.g., theories, principles, practices, laws, strategies) obtained through experience and/or education, preferably related to public health but not required
- Specialized knowledge of the organization and function of state and local partners.
- Specialized knowledge of program planning and implementation techniques.
- Ability to effectively communicate complex public health theories and principles.
- Ability to coordinate and maintain effective working relationships with other local, state, and federal agency staff.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
- A degree is not required. However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
