Position: Temporary Development Specialist I - Indio, Ca

Overview

The County of Riverside's Human Resources Temporary Assignment Program (TAP) is seeking qualified candidates to fill a Temporary Development Specialist I to support the Workforce Development Department in Indio, California.

Incumbents will work directly with residents, contractors, and community partners in both office and field settings. This position requires managing a high volume of paperwork, filing, and grant-related documentation. The department seeks candidates with strong organizational skills, attention to detail, and excellent interpersonal and communication abilities.

The ideal candidate will have experience with grant-funded programs and the ability to work effectively both independently and as part of a team. Strong computer skills are essential for tracking, analyzing, reporting, and communicating program data to upper management, while ensuring compliance with County policies, procedures, and program guidelines.

The County of Riverside’s Housing and Workforce Solutions (HWS) Department is a dedicated group that prioritizes delivering services to the County’s most vulnerable populations. Through interventions that meet housing and workforce-related needs, HWS aims to promote prosperous neighborhoods and healthy communities.

Responsibilities
  • Interview applicants for special employment and training programs to determine income, employment status, education, experience, interests, and other factors relevant to program eligibility; maintain client contacts to assess progress, provide motivational counseling and make appropriate resource referrals; provide information regarding available employment and training programs to individuals and community organizations.
  • Complete or assist applicants in completing application, referral or registration forms; inform applicants of other employment and training opportunities and resources in the community.
  • Determine applicant eligibility from registration forms, interviews and supporting documentation provided by the applicant; explain eligibility determinations, program provisions and the participant's rights.
  • Assess suitability of clients for program referral; identify and refer applicants to appropriate service resources.
  • Conduct routine testing and assessment; recommend training options and develop client employment and training plans.
  • Ensure client computer files and case records are updated and reviewed in a timely manner; compile statistical reports on intake and related activities as needed; compile data and prepare routine statistical and narrative reports and correspondences.
  • Maintain contact with local community-based organizations, schools, work experience coordinators, and program operators to obtain client progress assessments and stay abreast of job and training opportunities for client referral; serve as a liaison between the County's job training programs and the local community.
  • Provide technical assistance to individuals, groups and employers regarding job and training opportunities, eligibility determination, intake procedures, and business support services.
  • Stay abreast of regulations governing program eligibility and enrollment procedures through attendance at staff meetings and review of periodic revisions to applicable regulations; interpret state guidelines and develop recommended guidelines for approval.
  • Use approved guidelines to evaluate the recommendations of clients for the procurement of specific products and services to determine the amount of supportive services to be rendered.
  • Monitor the expenditures and encumbrances of supportive services funds.
  • Research and maintain files on local available resources of acceptable low-cost product outlets and service providers; present supportive services information to individuals and groups.
  • Review publications and government guidelines and regulations affecting federally funded training and employment programs or program operator's contracts.
  • Summarize information for review and analysis by the division supervisor.
