WATER/WASTEWATER SUPERINTENDENT

General Purpose

Responsible for planning, construction, operation, repair, maintenance, and replacement of municipal water and wastewater treatment systems. Performs a variety of skilled, technical, supervisory, and administrative duties.

Works under the direction and general supervision of the city administrator.

Supervision Exercised
Exercises close supervision over assigned treatment plant operators and seasonal maintenance workers.

Essential Duties And Responsibilities
  • Operates and maintains the water and wastewater treatment systems. Responsible for maintaining adequate water flows to the City for water use and fire protection. Ensures potable water and wastewater meet all local, state, federal, and NPDES limits and regulations.
  • Plans, schedules and implements construction, maintenance, and operation/construction activities designed to provide quality water and wastewater treatment service for the city.
  • Oversees construction and maintenance work to determine acceptability and conformance to standards.
  • Supervises the installation, maintenance and repair of all electronic and mechanical systems for the water and wastewater collection and treatment system.
  • Oversees the analysis of raw and treated water, as well as influent and effluent.
  • Oversees the City’s pretreatment program.
  • Administers corrective action and other miscellaneous management duties of training, supervising, motivating and evaluating department personnel.
  • Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of water and wastewater treatment systems and other department facilities.
  • Inspects and supervises the repair of water quality equipment, meters and treatment plant systems to insure proper functioning.
  • Maintains a variety of records relating to personnel, equipment, supplies, water consumption and wastewater treatment; provides reports to various regulatory agencies.
  • Provides information to civic, educational and public groups and individuals regarding water and wastewater treatment problems and services.
  • Supervises, instructs and assists assigned crews in water and wastewater treatment activities.
  • Requests and maintains an inventory of parts and materials to insure all necessary materials, supplies and equipment are available. Obtains necessary parts, tools and supplies from the storeroom.
  • Insures proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.
  • Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction and repair of water and wastewater treatment systems and other department facilities to insure that all equipment is in proper working order.
  • Analyzes annual operating costs, reports findings and makes recommendations for the department budget.
  • Provides recommendations regarding heavy equipment purchases and requisitions of all supplies and materials needed for effective department operation.
  • Assists in the design and installation of new water and wastewater treatment lines, pumps, plants or related systems and facilities.
  • Participates in short and long-term planning of capital improvement projects.
  • Enforces department rules, regulations, policies and procedures; oversees safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress.
  • Coordinates with other utilities for locations of utility systems.
  • Operates a variety of power construction and maintenance equipment used in the department.
  • Other duties as assigned.
Minimum Qualifications

Education and Experience

  • Graduation from high school or GED equivalent.
  • Graduation from a four-year college or university with a degree in environmental science, public health, civil engineering, public administration, or a closely related field.
  • Five (5) years of experience relating to the construction, repair and maintenance of water and wastewater treatment systems including the operation of related maintenance equipment.
  • Any equivalent combination of education and experience.
Necessary Knowledge,

Skills And Abilities
  • Thorough knowledge of equipment and facilities related to water and wastewater treatment.
