Construction Manager – Utility Infrastructure

ENGIE is building a local pipeline for Construction Management talent (all levels) to support utility and energy infrastructure capital projects across the University of Iowa under a long‑term 50‑year concession agreement. This is a local Iowa City role – home nightly.

Owner‑side field leadership – managing contractors, safety, sequencing, outages, and turnover – not estimating‑only or office‑only.

Projects range from $100K to $20M and include steam/condensate distribution, central utility plant tie‑ins, chilled water / thermal distribution, electrical distribution support, and storm/wastewater + civil utility corridors.

Near‑term flagship work includes a high‑visibility ~800 LF steam tunnel replacement through the heart of campus – complex logistics, outage coordination, stakeholder management, and live‑environment execution.

What You Will Do
  • Deliver safe tie‑ins/outages and turnover‑ready systems in live campus environments, ensuring smooth handover to Operations & Maintenance (O&M) and Asset Management.
  • Keep multiple campus stakeholders aligned while protecting schedule, logistics, and site access across active work zones and campus constraints.
  • Lead utility infrastructure projects from early planning through construction, turnover, and closeout across steam/condensate, thermal distribution, electrical distribution, storm/wastewater, and civil/site work.
  • Provide day‑to‑day field oversight of contractors, subcontractors, and suppliers; drive issue resolution and maintain work pace.
  • Champion ENGIE's Health, Safety, and Environment (HSE) program; set expectations, verify compliance, and stop work when needed.
  • Track and report weekly progress, milestones, safety performance, and compliance using KPIs tied to project plans and schedules.
  • Review and support approvals for RFIs, submittals, change orders, notices, schedule updates, pay apps/invoices (if applicable), and contractor deliverables.
  • Support construction management planning (sequencing, logistics, outage planning, safety plans, communications) and ensure documentation is turnover‑ready.
What You'll Bring
  • Bachelor's degree in Construction Management, Engineering, or a related technical field OR high school diploma/GED plus four (4) years of relevant experience (including skilled trades, field supervision, or construction leadership) in construction/utility/infrastructure project delivery.
  • Equivalent military leadership experience in facilities, utilities, civil engineering, construction, public works, base operations, maintenance, logistics, safety, or mission‑critical infrastructure will be considered in lieu of traditional degree pathways.
  • Strong field leadership with demonstrated safety ownership, contractor oversight, and issue resolution.
  • Experience with constructability reviews, change management, contract administration, schedule input, documentation, and basic project controls.
  • Practical understanding of utility/MEP/civil construction (thermal/steam, electrical distribution, mechanical, plumbing, storm/wastewater, or similar).
  • Ability to manage competing priorities across active projects, stakeholders, contractors, and site constraints.
Additional Details
  • This is a local, on‑site role in Iowa City (home nightly). Not eligible for remote work.
  • Must have a valid U.S. driver's license and clean driving record to operate company vehicles and travel between campus/site locations.
  • Must be able to walk and inspect active construction sites for extended periods in varying weather conditions.
  • Must comply with ENGIE ethics and safety policies.
