Regulatory Compliance Specialist, Civil Engineering, Site Manager
As our Construction Management Advisor at The University of Iowa, you will have a key role in delivering safe, efficient, and high-quality construction projects that support the University's critical energy and utility infrastructure. Working across the Main and Oakdale campuses, including University of Iowa Health Care facilities, you will provide construction management expertise and oversight throughout the project lifecycle, helping ensure successful project execution from planning through commissioning.
This position supports a 50-year concession agreement to operate, maintain, and enhance the University of Iowa's utility system. Projects may include electric and thermal energy production and distribution systems, chilled water infrastructure, and stormwater and wastewater improvements. You'll collaborate closely with project teams, contractors, operations personnel, and campus stakeholders to advance critical infrastructure projects while maintaining the highest standards of safety, quality, and operational excellence.
What You’ll Bring- Lead pre-construction planning activities, including safety reviews, site logistics, utility coordination, contractor onboarding, and constructability assessments
- Champion a strong safety culture through field presence, contractor engagement, jobsite observations, development of project-specific HSEQ plans, and reinforcement of ENGIE's Stop Work Authority and safety expectations
- Coordinate with engineering, operations, GIS, and utility locating teams to identify project risks and integrate safety and operational considerations into construction execution plans
- Monitor construction activities for compliance with project requirements, engineering standards, and applicable codes while proactively addressing field issues that may impact safety, quality, schedule, or budget
- Support project execution through contractor coordination, bidder site visits, schedule reviews, RFIs, cost evaluations, and change management activities
- Partner with project managers, engineers, contractors, and campus stakeholders to develop practical solutions, mitigate risks, and support successful project delivery
- Provide oversight of contractor performance, payment applications, field directives, and project documentation to ensure contractual compliance and accountability
- Lead QA/QC, testing, commissioning, and project closeout activities, ensuring completed work meets project specifications and operational requirements
- Bachelor's degree in Construction Management, Engineering, or a related technical field (ABET-accredited preferred), OR a high school diploma/GED with at least seven (7) additional years of directly related experience managing construction, infrastructure, utility, industrial, facilities, or military engineering projects in lieu of a degree
- Minimum seven (7) years of construction management experience supporting industrial, utility, municipal, institutional, or energy infrastructure projects
- Knowledge of thermal plant systems, utility infrastructure construction, underground distribution systems, district energy operations, or similar industrial environments
- Demonstrated commitment to safety leadership and fostering a culture that prioritizes the well-being of employees, contractors, and the public
- Experience managing contractor performance, project schedules, project costs, field execution activities, contract administration, and change management across multiple projects or work streams
- Strong understanding of project delivery methods, constructability reviews, construction oversight practices, and project risk management
- Effective communication and stakeholder management skills with the ability to build relationships, resolve issues, and drive successful project outcomes across diverse teams
- Proficiency with Microsoft Office, Procore, and other project management and construction reporting tools
- This role requires daily presence on active construction sites and is not eligible for hybrid in-office work schedule
