QUALIFICATIONS

JOB GOAL(S)

The Chief Financial Officer will provide leadership and direction in the planning, implementation, and evaluation of administrative and financial services and operations for the school district. The primary responsibilities of the Chief Financial Officer are to direct and coordinate the activities related to the budget, finances, and systems improvement. They will determine and implement quality tools and processes across the district but specifically related to business and operations areas.

POSITION

RESPONSIBILITIES
  • Coordinate the financial planning required to support the district's educational program
  • Serve as a financial consultant to the Board of Directors and the Superintendent of Schools
  • Communicate, as needed, an understanding of current school laws of Iowa and pending or proposed legislation, particularly as it affects school finance
  • Keep the board and superintendent apprised of all aspects of district budgeting and finance and regularly report to the Board on the financial condition of the school district
  • In association with constituents, develop the annual certified and detailed district budget
  • Ability to read, analyze, interpret, and implement ideas contained in technical documents, district data and reports, professional journals and policies/regulations
  • Ability to effectively write reports and present information orally to administrators, students, colleagues, parents, community members and staff
  • Develop and monitor budget systems that provide clear lines of authority and feedback for constituents and users; maintain responsibility for all budgeting processes in the district
  • Compile cost analyses and projections regarding personnel budget, fixed charges, etc.
  • Ensure that all expenditures are properly approved and processed
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form
  • Maintain appropriate records and protect the confidentiality of data
  • Assist in acquisition of property as needed to carry out educational facility long-range planning
  • Follow all legal and standard budgeting timelines, procedures and processes
  • Coordinate District banking relationships including management and investment of idle funds and cash flow to ensure maximum interest revenue
  • Assist in the administration of the district's medical, life, dental, and liability insurance programs and assist payroll department with financial aspects of other employee insurance plans and programs. Includes 403b/457 plan administration.
  • Coordinate risk management policies including all property/casualty/liability coverage and workers compensation coverages, preparing annual statement of values for insurance purposes, arrange for adequate insurance coverages and make recommendations to the superintendent and Board of Directors regarding insurance policies and practices
  • Assist in the development and implementation of districts policies and administrative regulations, especially as they relate to business services functions
  • Effectively communicate information (statistical and otherwise) for bond issues, special levy propositions, annual and periodic reports, and public relations efforts
  • Coordinate with bond financial representatives and legal counsel for issuance of debt and subsequent principal and interest payments and debt compliance requirements
  • Keep an accurate account of all bills payable and present them to the Board monthly for audit and approval for payment
  • Provide in-service training for administrators on latest developments in the field of school finance, management developments and concepts, and quality tools and processes
  • Oversees the completion of the District's external audit work papers and report
  • Serve as purchasing card administrator
  • Serve as District's Debt Compliance Official
  • Ensure compliance and certification for all state and federal financial reporting requirements, including completion of the Certified Annual Report (CAR), Special Education Supplement (SES), Annual Comprehensive Financial Report (ACFR) and CASA to the Dept of Education
  • Coordinate district billings for open enrollment and special education tuition
  • Coordinate with the Human Resources Department for the District's early retirement program including presentation to all district staff
  • Takes responsibility for his/her own performance.
