Construction Monitoring and Field Oversight Lead Position Summary
Francison Consulting is seeking a Construction Monitoring and Field Oversight Lead to support broadband infrastructure projects funded through the Broadband Equity, Access, and Deployment (BEAD) Program in the State of Nevada. The successful candidate will oversee construction monitoring activities, maintain project progress tracking, conduct field inspections, and ensure construction quality and compliance with OSIT and NTIA standards throughout the project lifecycle.
Required Qualifications- Five (5) or more years of experience monitoring broadband, utility, or comparable infrastructure construction projects on behalf of a funding agency or oversight entity.
- Familiarity with broadband infrastructure technical standards, including Fiber to the Premises (FTTP) deployment.
- Experience conducting field inspections and preparing inspection reports.
- Strong organizational and project tracking skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple projects simultaneously.
- Proficiency with construction management and reporting systems.
- Experience working with broadband deployment programs and federal grant compliance.
In coordination with the OSIT Director of Operations, the Construction Monitoring and Field
Oversight Lead will:
- Design and maintain a construction progress tracking system that provides OSIT with real-time visibility into the status of every BEAD project at the project, segment, and location level.
- Track the following milestone stages for each subgrantee project:
- Design Complete
- Environmental Review and Permits Obtained
- Construction Start
- Network Segment Complete (by geographic segment)
- Testing Complete
- Service Available at Location
- Subscriber Connected
- Chart reimbursement requests against fixed amount subawards.
- Assist each subgrantee in reporting milestone progress, uploading required evidence including photographs, completion certifications, test results, and permits.
- Maintain accurate location-level status records consistent with FCC Broadband Data Collection reporting requirements.
Develop and maintain a visual representation of each subgrantee's implementation progress across the full project lifecycle, including:
- Environmental assessment
- Construction
- Testing
- Service activation
- Displaying each subgrantee's overall project timeline against approved milestones.
- Providing visual indicators identifying projects that are on track, at risk, or behind schedule.
- Displaying the proportion of funded locations at each implementation stage:
- Planned
- Environmental or Permit Pending
- Under Construction
- Network Ready
- Service Available
- Connected
- Flagging deviations from approved timelines that exceed configurable thresholds with automatic notification to OSIT.
- Supporting the OSIT Director Executive Dashboard and NTIA progress reporting.
- Coordinating with the OSIT GIS and Data Analyst to integrate construction tracking data into existing mapping efforts.
Conduct independent field inspections, supplementing OSIT Operations Staff, to verify construction quality meets OSIT and NTIA defined BEAD standards.
Responsibilities include:- Developing a field inspection schedule in coordination with OSIT, with inspection frequency based on the size and risk profile of each subgrantee project.
- Conducting site visits at key construction milestones, including construction start, network segment completion, and service activation.
- Inspecting deployed infrastructure for compliance with OSIT and NTIA BEAD technical standards, including speed and latency requirements, installation quality, and materials documentation.
- Preparing written field inspection reports documenting findings, photographs, and identified quality or compliance deficiencies.
- Coordinating with OSIT and subgrantees on corrective action plans and tracking resolution of identified deficiencies.
- Uploading all field inspection reports to the program management system.
- Flagging unresolved issues on the OSIT Director dashboard.
