Purpose of Role

Reporting directly to the SVP of the USBU, this position serves as the primary technical authority responsible for leading environmental and permitting activities, managing baseline programs, and ensuring regulatory compliance to support the ongoing advancement and development of the Mason Project.

Role Accountabilities Strategic Leadership & Policy Development
  • Environmental Management Systems: Lead the development of an environmental management system, including comprehensive schedules and tracking mechanisms, to maintain absolute compliance with existing permit conditions and associated reporting obligations.
  • Strategy & Standards: Develop and implement overarching strategy, policy, and standards across the full environmental footprint, including associated procedures, processes, and corporate training.
  • Cross-Departmental Synergy: Support internal operations and engineering departments in reviewing and updating specifications, engineering designs, and construction packages to maintain total technical and environmental consistency.
Permitting & Regulatory Compliance
  • Matrix Management: Define and manage the project's state and federal permitting matrix, including Aquifer Protection Permits (APP) issued by ADEQ, Air Activity/Control Permits, the Clean Water Act 404/401 certification pipeline, the Arizona Pollutant Discharge Elimination System (AZPDES) Program, and the Spill Prevention, Control, and Countermeasures (SPCC) Program.
  • Documentation & Design: Directly author or direct the technical development of documentation and designs required for critical permitting activities, including permit amendments and ongoing compliance.
  • NEPA Process Navigation: Coordinate and execute essential field and desktop efforts required to initiate and navigate the National Environmental Policy Act (NEPA) process, including comprehensive planning for an Environmental Impact Statement (EIS) and a Mine Plan of Operations.
Environmental Baseline & Field Operations
  • Program Oversight: Lead and manage comprehensive environmental baseline programs, data analysis, and field monitoring networks covering spring, stormwater, groundwater, revegetation, biological resource, and cultural resource monitoring.
  • Field Infrastructure & Sampling: Manage rain gage and meteorological station monitoring networks, as well as specialized field sampling campaigns for sediment, soil, and stormwater.
  • Environmental Plan Administration: Oversee the development and management of critical permit- and policy-related plans, including Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasures (SPCC) Plans, Biological Monitoring Plans, Emergency Response and Contingency Plans, Site Water Management Plans, Water Programs Quality Assurance Project Plans, and POC Well Monitoring Plans.
Cultural Heritage & Stakeholder Engagement
  • Property Inventory & Protocols: Maintain rigorous inventories of historic properties (including private land) and oversee the land disturbance protocol and associated cultural heritage processes prior to any physical ground disturbance.
  • Cultural Heritage Plans: Develop and manage a formal cultural heritage management plan, including tracking and mitigation measures, alongside Historic Properties Treatment Plans or Data Recovery Plans.
  • Tribal & Agency Relations: Coordinate collaborative efforts between regulatory agencies, consultants, and internal Hudbay teams. Maintain productive relationships with governmental agencies, represent the company during government inspections, and involve Tribal entities in data recovery efforts on prehistoric cultural sites.
Technical Evaluation & Financial Stewardship
  • Report Review: Review and provide professional comments on technical reports prepared by external consultants, engineers, and Hudbay employees.
  • Reporting & Communication: Compile detailed environmental reports and communicate data effectively to regulatory agencies and other project stakeholders.
  • Financial Management: Manage the technical and financial aspects of assigned project tasks by assisting with the development of technical scopes of work and robust cost estimates.
