Definition

Under the policy and administrative direction of the White Pine County Commissioners, serves as department head of the Finance Department, plans, organizes, directs, and controls accounting and fiscal management activities of the County. The employee in this position is an “at-will” employee appointed by and serves at the pleasure of the County Board of Commissioners.

Essential Job Functions
  • Manages the County’s accounting and fiscal management functions and provides leadership to accounting staff; trains, supervises, and evaluates the performance of Finance Department staff. Develops and implements goals, objectives, policies, procedures and work standards for department.
  • Establishes and maintains accounting systems and internal reporting and records systems to provide the necessary documentation for all fiscal transactions, classification of expenditures, current fund balances, and audit trails.
  • Prepares financial statements based on Generally Accepted Accounting Principles (GAAP) including Comprehensive Annual Financial Reports and statutory financial statements; prepares notes to financial statements with supporting work papers using internally generated and external sources and timing all amounts to the audited financial statements.
  • Develops, implements, and administers compliance with accounting policies and procedures in accordance with GAAP; establishes internal accounting procedures including document screening procedures to ensure compliance with governmental accounting statutes, regulations, and policies.
  • Prepares periodic fiscal reports for entities such as state and federal agencies and private grant providers; prepares ad hoc reports for use by other entities such as internal/external auditors, legislative or other governing bodies, the Department of Taxation, the County Treasurer, and the public.
  • Prepares balance sheets, income statements, changes in fund balance statements, and/or statements of cash flow from working trial balances; reconciles or supervises the reconciliation of accounts which may include trust accounts, general ledger accounts, and sub-ledger accounts; analyzes fiscal/financial data/reports to identify and correct errors.
  • Works with and assists outside auditors in year-end audit preparation, provides documents and backup for all accounting activity, assists auditors with compliance checklist, enters and posts year-end journal entries provided by auditors, reconciles draft audit with accounting software to ensure accurate reporting prior to the final audit.
  • Prepares and/or coordinates the development of budgets including the revenue and expenditure projections, narrative justification of programs, and detailed spending plans.
  • Reviews and analyzes requests for and adjustments to budgets for compliance with directives, policies, regulations, and limitations; makes recommendations to the Board of County Commissioners and the Department of Taxation.
  • Presents budgets to the Board of County Commissioners; provides testimony and responds to questions at budget hearings; estimates fiscal impact of legislative proposals.
  • Monitors spending for compliance with fiscal policies; recommends adjustments to programs and to expenditure plans needed for compliance with budgets and policies; reviews and adjusts department internal controls as necessary to provide complete and accurate records of financial transactions.
  • Assists departments by analyzing, organizing, and balancing department/program requests; reviews and makes recommendations on work program changes; analyzes the impact on existing and future department budgets.
