Missions in BriefWithin the MDRA, the auditor will join the Audit Division, composed of 4 IPFiP and one IDIV CN employees.
Under the responsibility of the departmental risk and audit manager (RDRA), the team of auditors implements the departmental audit program by conducting a variety of internal service audits at the DDFiP (accounting positions and directorate services, according to different intervention format: global audit, process, thematic or advisory) and external organizations funded by public funds (national public institutions, local educational institutions, state or local governments, associations, private educational institutions under contract…), as well as partnership audits with local authorize rs.
Under the mutualization protocol of audit with the DDFiP of the former Champagne-Ardennes and Meuse regions, auditors are required to conduct audit missions in other departments, either alone or in pairs with an auditor from the concerned DDFiP.
Furthermore, auditors may be entrusted with additional complementary missions according to the needs of the department (awareness and prevention missions concerning fraud or the financial responsibility of public managers, analysis missions, support missions for services, interim missions for accounting positions…).
Within the DGFiP, the position is calibrated as "principal inspector of public finances (IPFiP)."
For civil servant candidates, it will be necessary to hold an equivalent grade (senior attaché). Depending on the body of origin held, recruitment may be carried out in the framework of a detachment at equivalence of grade with that held in the original administration and at a level equal or immediately higher than that previously held, of an assignment or a PNA.
For non-civil servant candidates, the proposed remuneration will be determined according to the level of diploma and professional experience of the candidate.
Profile SoughtYou possess:
- a good knowledge of the organization and the trades of the DDFiP or, at the very least, an ability to understand the technicality proper to its activity in all its business and cross-functional dimensions (public management, fiscal management, fiscal control, budgetary, HR…) and the functioning of the other audited organizations (state and local public sector agencies, accounting agencies, local authorities, educational institutions...)
;
- robust writing skills and a proven spirit of analysis and synthesis ;
- great rigor, strong autonomy, availability and responsiveness ;
- a sense of pedagogy and excellent interpersonal skills, both in relations with internal and external interlocutors, and a faculty of listening, particularly in dialogue with the audited services ;
- an ability to find solutions, to provide advice and information to services and to carry the expectations of the management ;
- a willingness to get involved in the risk management process and in the search for performance and in the accompaniment of the change ;
- a sense of discretion, in particular regarding the confidentiality of audit work and the issues of fraud and deontology.
A training path is organized for the new auditors of the DGFiP.
