Director of Municipal Services
Job DescriptionThe director of municipal services plays a crucial role within municipalities by implementing the policies outlined by the municipal team and coordinating the commune's services with its material, financial, and human resources.
Key responsibilities include:
- Welcome, inform, and process files in areas such as civil status, elections, urban planning, and social aid.
- Assist and advise elected officials, prepare for municipal council meetings, deliberations, commissions, and mayor's orders.
- Prepare, format, and monitor the execution of the budget.
- Track public contracts and subsidies.
- Manage accounting: expenditure commitments and revenue titles.
- Manage personnel (time management, payroll).
- Lead teams and organize services.
- Manage and oversee communal property and follow up on works.
- Manage existing communal services (hall, daycare, library, canteen, etc.).
- Develop and maintain links with intercommunal structures and partners.
KNOWLEDGE:
- Understand the areas of competence and organization of municipalities.
- Know the status of the Territorial Public Service and civil and urban planning rules.
- Know the regulatory procedures for awarding public contracts and contracts.
- Know the legal rules for drafting administrative acts.
- Know the regulatory framework for the operation of public bodies and institutions.
SKILLS:
- Respect regulatory deadlines.
- Manage versatility and priorities.
- Verify the consistency and compliance with the regulatory framework of administrative files.
- Prepare mandate files, expenses and revenues, subsidy requests and financial declarations.
- Prepare and format municipal council decisions, mayor's administrative acts, and civil status acts.
- Develop and manage a population reception system.
- Control and evaluate service actions.
- Pilot, monitor, and control staff activities.
