Secretary General of the Municipality
Job DescriptionUnder the direction of elected officials, the secretary general of the municipality implements the policies developed by the municipal team and coordinates the services of the municipality with its material, financial, and human resources. Responsibilities include assisting and advising elected officials, preparing the municipal council, deliberations, commissions, and mayor's orders. Preparing, formatting, and monitoring the execution of the budget. Monitoring public contracts and subsidies.
Managing accounting: commitments of expenses and revenue titles. Managing personnel (managing times, payroll). Animating teams and organizing services. Managing communal property and following works. Managing existing communal services (hall, daycare, canteen, etc.). Managing and developing links with intercommunal structures and partners. Election management. Replacing and supporting the town hall secretary.
- KNOWLEDGE:
- know the areas of competence of municipalities and their organization;
- know the status of the Territorial Public Service;
- know the regulatory procedures for the award of public contracts and contracts;
- know the legal rules for the preparation of administrative acts;
- know the regulatory framework for the operation of local authorities and public establishments;
- know the business software of local authorities (notably Berger Levrault);
- SKILL:
- respect regulatory deadlines;
- know how to manage versatility and priorities;
- verify the coherence and respect of the regulatory framework of administrative files;
- prepare mandatement files, expenses and revenues, requests and justifications of subsidies and financial declarations;
- prepare and format decisions of the municipal council, administrative acts of the mayor and civil status acts;
- control and evaluate the actions of services;
- pilot, follow and control the activities of agents;
- KNOW HOW TO BE:
- know how to communicate and have a good capacity for listening and understanding;
- have a sense of public service (deontology and discretion);
- have the ability to animate teams and managerial capacities;
- have excellent relational qualities.
