Job Description

The secretary general of the town hall has an essential role within the municipalities by implementing the policies outlined by the municipal team and coordinating the services of the municipality with its material, financial, and human resources. He will pilot the replacement of town hall secretaries general who are absent in the area. On the community level, he will be involved in accompanying the municipalities on the preparation of funding dossiers and also participate in the outreach of the network of town hall secretaries.

In this context, and under the authority of the mayor and according to the municipality, you will be expected to:

  • Ensure the continuity of the public service of the town hall.
  • Process files in the areas of civil status, urban planning, and during periods, elections.
  • Monitor spending commitments and revenue titles.
  • Assist and advise elected officials, prepare the municipal council, deliberations, commissions, mayor's orders.
  • Monitor public contracts.
  • Manage municipal equipment (school, town hall, etc.) and the cemetery.
  • Manage open offices for residents.

Under the authority of the president, you will be expected to:

  • First and foremost, respond to the requests of mayors for replacement missions.
  • Process files for subsidies and funding of requesting municipalities.
  • Develop and maintain the network of town hall secretaries internally and with partners in the area.

Desired availability in the evenings for council meetings and certain weekends for civil status ceremonies and electoral scrutinies. Provision of a vehicle or travel allowances according to geographic situation. The workload quota of the position may be readjusted according to the administrative situation of the recruited person.

Profile Sought

You know the areas of competence of municipalities, their organization, the status of the Territorial Public Service and the rules of civil status and urban planning. You are proficient in one of the following software: JVS, Berger Levrault or Cosoluce and citizen applications: illiwap, panneaupocket, Intramuros. You are able to prepare and format the decisions of the municipal council, the administrative acts of the mayor and the acts of civil status.

You know how to communicate and have excellent relational qualities. You have a good capacity for listening, understanding and a sense of public service. You are versatile, attentive and know how to manage priorities.

Positions open on the following grades of the Territorial Public Service:

Legal Basis

Art. L332-8 disposition 2 of the general code of the public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has succeeded. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
