Job Title:
Secretary of the Town Hall
Under the direction of elected officials, the town hall secretary implements the policies developed by the municipal team and coordinates the town's services with its material, financial, and human resources.
Main duties include:
- Welcoming, informing the population, and processing files in areas such as civil status, elections, town planning, and social assistance.
- Assisting and advising elected officials, preparing for the municipal council, deliberations, commissions, and mayor's orders.
- Preparing, formatting, and monitoring the execution of the budget.
- Tracking public contracts and subsidies.
- Managing the accounting: expenditure commitments and revenue titles.
- Managing personnel (time management, payroll).
- Leading teams and organizing services.
- Managing the communal property and following constructions.
- Managing existing communal services (hall, daycare, library, canteen, etc.).
- Managing and developing links with intercommunal structures and partners.
Experience of at least 10 years in a similar position.
KNOWLEDGE:
- Know the areas of competence of municipalities and their organization.
- Know the status of the Territorial Public Service and the rules of civil and town planning status.
- Know the regulatory procedures for public contracts and contracts.
- Know the legal rules for the elaboration of administrative acts.
- Know the regulatory framework for the functioning of public bodies and establishments.
SKILLS:
- Respect regulatory deadlines.
- Manage versatility and priorities.
- Verify the consistency and respect of the regulatory framework of administrative files.
- Prepare mandatement files, expenses and revenues, requests and justifications of subsidies, and financial declarations.
- Prepare and format decisions of the municipal council, administrative acts of the mayor, and civil status acts.

- Control and evaluate the actions of services.
- Pilot, follow, and control the activities of agents.

Art. L332-8 disposition 2 of the general code of the territorial public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has succeeded. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
