Job DescriptionThe Senior Safeguards & Security Specialist will be expected to apply knowledge and experience to ensure that security policy decisions, procedures, and operations are compliant with Mission Support and Test Services (MSTS) and Department of Energy (DOE) regulations. They will report issues, challenges, and actions to the Technical Analysis & Planning Manager.
ResponsibilitiesKey Responsibilities
- Develop, coordinate, and/or assist with implementation of site, facility, and project specific security plans, policies and procedures.
- Collaborate with Vulnerability Analysts in the development and revision of Security Analyses.
- Take primary responsibility, or assist in a secondary role, to provide facility security representative services, Lock and Key Control Officer duties, etc.
- Coordinate security services/requests, with other sections such as Cyber Security, Communications Security, Technical Security Counter Measures, Classified Matter Protection and Control, etc.
- Lead the strategic planning, meticulous development, and effective implementation of site-, facility-, and project-specific security plans, policies, and procedures.
- Act as the security Point of Contact (POC) during construction and industrial activities, reviewing blueprints, designs, and technical drawings to identify and mitigate potential security vulnerabilities before projects begin.
- Serve as the Facility Security Representative for designated DOE-owned facilities and locations.
- Support and represent MSTS as the security SME during Independent/External Assessments. Represent the Technical Analysis and Planning Department in high-level consultations and meetings with customer representatives, federal and state security agencies, and industry peers.
- Manage and assist in subcontractor security integration, ensuring third-party operations align perfectly with facility security expectations.
- Represent the Technical Analysis and Planning Department at meetings and consultations with customer representatives, governmental security agencies, and industry associates.
- Promptly correct or report any hazard or potential hazard to supervision.
- Other duties as directed.
- Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.
- Demonstrated knowledge and practical experience ensuring that security policy decisions, operational procedures, and daily activities are compliant with established organizational policies and federal (DOE/MSTS or equivalent) regulations.
- Experience developing, coordinating, and/or assisting with the practical implementation of site-, facility-, and project-specific security plans, policies, and procedures.
- Knowledge of vulnerability assessment methodologies and experience collaborating with analysts to run risk assessments and implement mitigation strategies.
- Understanding of physical access control systems, intrusion detection systems (IDS), and experience acting as a Lock and Key Control Officer.
Able to apply knowledge of principles, concepts and theory related to the position to address issues and define and resolve problems. - Able to exercise considerable discretion and judgment in performing work and conducting evaluations of process effectiveness.
- Able to utilize initiative and possess ability to apply knowledge and experience to resolve problems and compose reports.
- Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
- Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
- Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
- Able to use software applications needed in the position, including accounting software, analytical software, financial analysis software, word processing software, spreadsheet software, presentation software, and database software.
