Summary
Performs a variety of maintenance, repair and construction work on public work utilities and projects including activities relating to drainage, water, and wastewater maintenance; manages work crews on job sites; and performs other duties as assigned.
PrimaryDuties & Responsibilities
- Participates in the manual labor associated with the operation, maintenance, repair and construction of the water system, sanitary sewer system, and storm drainage system.
- Ensure that all work performed by work crews is completed in compliance with local, state, and federal requirements, standards, ordinances, and procedures.
- Troubleshoot issues related to water and sewer lines.
- Install water and sewer taps.
- Locate water and sewer lines.
- Clear sewer mainline stoppages.
- Remove debris and materials from completed job sites as necessary.
- May read water meters and troubleshoot and/or replace if necessary.
- Perform visual inspections of businesses and residences for water and sewer leaks.
- Assist with the maintenance of City facilities.
- Maintains effective communications with the Utility Supervisor.
- Perform as crew leader under the direction of the Utility Supervisor.
- Log daily work order reports.
- Perform preventative maintenance on equipment and related tools as required.
- Perform traffic control as needed.
- Performs other duties as assigned.
- Works overtime as required to complete assigned tasks.
- Participates in on-call rotation schedule as required to perform the duties of the position.
- Abides by all policies, procedures, rules, etc. associated with the departmental Safety Program.
- Performs all other duties as assigned.
- A minimum of five (5) years progressively responsible experience in utility construction, maintenance and repair relating to water and wastewater.
- Class II Wastewater Collection and Class C Water Certification from the Texas Commission on Environmental Quality (TCEQ).
- Class III Wastewater Collections License required within six months of employment.
- Knowledge of procedures and techniques used in cleaning, maintenance and repair of utilities.
- Knowledge of equipment and techniques used in minor construction, maintenance and repair tasks.
- Knowledge of and proficient in, the use of tools and equipment required in maintenance and repair activities.
- To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.
- Must have good communication skills; requires a calm demeanor in responding to customer questions/and or complaints, and dealing with the general public in everyday activities.
- Ability to work within established guidelines.
- Ability to perform repetitious tasks.
- Ability to use and operate pick-up truck, dump truck, tractor, forklift, backhoe, and miscellaneous power tools.
- Participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.)
- High School diploma or GED.
- Valid Class C Texas State Driver's License and safe driving record.
- Class A CDL or obtain within six (6) months of employment.
- Backflow Prevention Assembly Tester (BPAT) Licensing from the Texas Commission on Environmental Quality (TCEQ) or obtain within two (2) year of employment and schooling requirements.
- Customer Service Inspector (CSI) Licensing from the Texas Commission on Environmental Quality (TCEQ) or obtain within two (2) year of employment and schooling requirements.
- Bilingual in English and Spanish.
- First-Aid/CPR Certified.
- Certified Flagger or previous experience as a flagger.
- Location :
Both inside and outside. Work is spent inside (where there is protection from weather, but not necessarily from temperature changes) and outside (where there may be no effective protection from weather). - Extreme Cold :
Endure temperature(s) sufficiently low to cause marked bodily discomfort unless exceptional protection is used. - Extreme Heat :
Endure temperature(s) sufficiently high to cause marked bodily discomfort unless exceptional protection is used.
Wet Conditions :
Endure contact with water or other liquids. - Noise / Vibration :
Periodic. Occasionally endure noises, either constant or intermittent, or work sites. - Smell :
Fumes chemicals, or toxic substances. - Requires 24 hour on-call status for emergency situations.
- Shift work (including weekends and holidays) may be required.
Supervises Utility Maintenance Worker I, Utility Maintenance Worker II, Utility Maintenance Worker III, and Equipment Operators.
Supervision ReceivedReceive direction from the Utility Supervisor, Utility Superintendent, Assistant Director of Public Works, Director of Public Works and, on occasion, from more experienced workers.
