The City of Independence is seeking motivated, dependable individuals to join our Utilities Department as a Seasonal Utilities Operators. This temporary position (up to 120 working days) supports essential operations of the City’s water supply, distribution system, and utility facilities.

The Role

Under general supervision, the Utilities Operator performs routine and skilled work in the construction, repair, and maintenance of the City water supply and distribution systems. This includes physical labor, use of both hand and power tools, equipment operation, and emergency repair work as needed. Responsibilities also include maintaining facilities and grounds, supporting water system operations, and ensuring safe work practices at all times.

Duties and Responsibilities
  • Operate a variety of power tools and light/heavy equipment used for system maintenance.
  • Perform water system tasks including pipe laying, cutting, taps under pressure, and hydrant/valve/meter work.
  • Build, repair, and conduct emergency repairs to system facilities.
  • Locate and repair water leaks; install or repair pipes of all sizes.
  • Load/unload materials; clean and maintain equipment, buildings, and grounds.
  • Assist with light mechanical repairs and maintenance.
  • Maintain responsibility for assigned tools, vehicles, and equipment.
  • Report equipment or personnel issues to the Utilities Department Director.
  • Communicate with contractors, utility companies, service providers, and customers.
  • Perform other duties as assigned.
Qualifications & Requirements Knowledge, Skills, and Abilities
  • Knowledge of materials, tools, and methods used in water system installation and repair.
  • Understanding of meters, valves, taps, and water operations.
  • Ability to use hand tools, power tools, and operate equipment safely.
  • Ability to perform heavy manual labor, including lifting, digging, standing, and working in varied environmental conditions.
  • Ability to follow verbal and written instructions accurately.
  • Ability to work independently or as part of a team.
  • Ability to maintain effective working relationships with coworkers and the public.
  • Knowledge of OSHA requirements, safety regulations, and applicable local, state, and federal laws.
  • Ability to read and interpret technical materials, operational manuals, and regulations.
  • Ability to attend training as required.
Education/Training
  • High School Diploma or equivalent.
Licensing Requirements
  • Valid State of Iowa Driver’s License.
  • Physical examination per City policy.
  • Drug testing per state law.
Residency Requirement

None.

This position involves both indoor and outdoor work. Employees may encounter exposure to:

  • Extreme temperatures and weather conditions
  • Odors, dust, dirt, noise, and vibrations
  • Moving machinery and uneven ground
  • Toxic or caustic chemicals, depending on assignment.

Protective equipment is required. This includes safety glasses and safety shoes. Position is considered safety-sensitive due to the nature of equipment and physical demands.

Work Schedule
  • Generally 40 hours per week.
  • Sunday through Saturday, 7:00 a.m.–3:30 p.m.
  • Hours vary by season (May–Labor Day) and may change with short notice depending on operational needs.
