Position: Housing Programs Supervisor
Location: Nevada

Job Type and Schedule

Full‑time position. Work schedule is 7:00 AM to 6:00 PM, Monday through Thursday.

Salary

Salary range: $67,001.58 – $ annually.

Duties and Responsibilities
  • Plan, organize, prioritize, assign, review, and evaluate the work of professional, clerical, and technical staff engaged in housing or related activities and services.
  • Provide input in developing and implementing goals, objectives, policies, and priorities for housing programs; recommend and administer policies and procedures; and participate in preparing and managing budgets.
  • Oversee and participate in developing and administering Housing Authority programs; ensure compliance with federal and state laws, regulations, and reporting requirements.
  • Monitor laws, regulations, and technology changes that may affect program operations.
  • Provide staff training on new processes, software updates, and verification tools; prepare instruction, documentation, and procedural guides; train, counsel, develop, and motivate employees in appropriate work procedures, standards, practices, and behavior, including workplace safety; audit and provide quality control for the department.
  • Perform complex and sensitive work in housing programs and eligibility functions; respond to complex public inquiries and complaints; assist with resolutions and alternative recommendations.
  • Perform complex data compilation and research; prepare summaries, reports, and correspondence.
  • Maintain program integrity; investigate possible program violations; prepare information for and conduct hearings.
  • Maintain and apply knowledge of applicable laws, regulations, and HUD guidelines.
  • Attend department and organization meetings; participate in mandatory training activities; obtain and maintain housing certificates for multiple departments.
  • When assigned to HUD inspections, supervise inspections department staff responsible for initial, annual, and special inspections and rent reasonableness; ensure units meet HUD guidelines and SNRHA policies.
  • Supervise staff for inspections; conduct quality control reviews; investigate tenant damage claims and violations; coordinate re‑inspections; determine liabilities; prepare letters; attend informal hearings.
Minimum Qualifications
  • Bachelor’s degree in social work, sociology, urban studies, public administration, or a related field, or equivalent combination of education and experience.
  • Three (3) years of experience administering public/affordable housing programs and/or human and social services work.
  • Internal candidates must have at least six (6) years of relevant work experience in lieu of the educational requirement.
  • Valid Nevada driver’s license with an insurable record.
  • Housing Inspection certification (within one year of employment) for inspection assignments.
  • HUD‑approved certifications for eligibility (within one year) and for HCV management (within two years).
Preferred Qualifications
  • Prior experience working with a housing agency.
  • Knowledge of social services available to vulnerable populations in the city.
  • HUD‑approved certifications for eligibility and HCV (as listed above).
Screening and Selection

Applicants who meet the minimum qualifications may be selected for panel interviews, background investigation, reference checks, and pre‑employment testing. Candidates will be invited to participate in online employment testing; failure to participate is considered a withdrawal.
