Position Overview

Project Solutions Inc. is seeking a Construction Manager / Resident Engineer to support a U.S. Food and Drug Administration (FDA) Construction Management and Construction Inspection (CM/CI) task order at the FDA Pacific Southwest Laboratory & District Office in Irvine, CA. The project involves replacement of an end‑of‑life laboratory vacuum pump system and correction of exhaust by directly ducting three Vaporized Hydrogen Peroxide (VHP) isolators to the outside via a new exhaust fan.

This role serves as the full‑time on‑site CM/CI lead, providing combined Resident Engineer, Mechanical Inspection, Laboratory Systems Inspection, Safety Oversight, and Submittal Coordination support.

Responsibilities and Duties
  • Provide full‑time on‑site CM oversight, daily reporting, and construction activity monitoring as the single FDA point of contact for day‑to‑day task order management.
  • Review the construction contract documents and identify CM/CI oversight priorities, critical activities, and constraints.
  • Support development of communication protocols, reporting cadence, and recordkeeping procedures in coordination with the FDA COR and the construction contractor.
  • Review the construction contractor's Plan of Action for completeness and consistency with contract requirements.
  • Conduct initial site walk to document existing conditions, access constraints, and safety considerations.
  • Review the construction contractor's baseline CPM schedule and all subsequent schedule updates; identify logic issues, float consumption, critical path changes, and recovery needs; submit Schedule Review Memoranda at baseline and with each update.
  • Maintain a submittal log and RFI log tracking status, aging, and action ownership; flag aging items to the Government.
  • Review the proposed equipment submittal package and provide a written assessment.
  • Maintain a change log; review and provide independent assessment of any construction contractor change order requests, including time impact analyses and cost proposals.
  • Attend weekly progress meetings (virtual or on‑site as directed); prepare and distribute meeting minutes and action item logs within 2 business days of each meeting.
  • Maintain organized and version‑controlled project records suitable for contract administration and closeout.
  • Observe and document vacuum pump installation activities, including equipment placement, connection to existing systems, valve installations, and housekeeping pad work.
  • Verify compliance with submitted shop drawings and equipment cutsheets approved by FDA.
  • Witness and document pressure testing of the vacuum system.
  • Observe and document VHP exhaust duct installation, exhaust fan installation, and all penetrations.
  • Verify construction conforms to design drawings and specifications and NIH Design Requirements Manual.
  • Witness and document duct leakage testing and exhaust system functional testing.
  • Coordinate with the Commissioning Engineer on system verification and TAB activities.
  • Support punch list development and punch list closure verification.
  • Review the construction contractor's Safety and Hazardous Material Plan, Construction Safety and Health Plan (CSHP), and Hazard Communication Plan (HCP) for completeness and identify deficiencies to the Government.
  • Observe and document site safety practices during all onsite coverage periods; report hazards and noncompliance to the Government.
  • Monitor VHP‑related activities and verify that the construction contractor follows all required safety protocols.
  • Verify construction contractor compliance.
  • Support pre‑final walkthrough with the FDA COR and occupant agency; assist in development of the formal punch list and track punch list closure.
