Lead Biological Compliance Monitor (Staff Environmental Scientist)

Arcadis is currently seeking a Lead Biological Compliance Monitor (Staff Environmental Scientist) to support a variety of environmental inspections and provide biological project support for utility infrastructure in Southern California. This position based out of the Arcadis' office in Irvine or Los Angeles, CA will require strict adherence to health and safety procedures, strong work ethic, excellent communication skills and a passion for high-quality workmanship.
RoleAccountabilities:
- Under supervision of senior staff, support a regionally focused multi-disciplinary team of junior and peer scientists (i.e., biologists, cultural resources specialists, etc.), including subcontracted scientists, to provide compliance with federal, state and local environmental regulations
- As the lead compliance monitor, coordinate additional field monitoring staff per project requirements, provide review and quality control of compliance monitor performance, and review of written daily monitor reports generated by other field staff
- Serve as the primary point of contact for elevating compliance concerns to project and client managers
- Provide clarification of resource project requirements to compliance monitors using project specific guides.
- Review the work of more junior and peer environmental monitors to ensure compliance with company and client-provided environmental monitoring and compliance guidance
- Identify and initiate corrective actions for problem areas identified by junior, peer, and subcontractor teams
- Coordinate with land rights specialists, and customer relations and government relations professionals to achieve specifically defined project goals and objectives
- Oversee installation, maintenance, and removal of environmental mitigation measures including environmentally sensitive area (ESA) signage, erosion and sediment controls, spill prevention and containment measures, etc.
- Technical ability to read and understand detailed engineering plans, construction drawings, and understand construction methodologies
- Ability to communicate with construction contractors to maintain compliance requirements in a collaborative, non-confrontational manner, including when problem areas or non-compliance issues are identified
- Participate in construction meetings and tailgate sessions, while leading discussions on environmental compliance requirements
- Conduct daily field inspections of active crews and document contractor compliance with project requirements including inspection of erosion and sediment control measures and for evidence of spills
- Prepare and submit concise written daily inspection reports including photo documentation, construction status reports, and compliance tracking logs
- Conducting field reviews and site visits with other technical specialists, engineers, and construction personnel
- Maintaining electronic file systems and record keeping using SharePoint and other cloud-based platforms
Experience:
Required Qualifications
- BA/BS degree in environmental science, biology, cultural resources or other similar
- 4-6 years of experience in the environmental compliance field
- Working knowledge of standard utility and vegetation management construction methods, specifications, and standards
- Prior experience with SWPPP, BMP, and erosion controls, including overseeing installation, maintenance, and removal of erosion and sediment control measures
- Experience with authoring and submitting daily inspection reports, conducting field audits with photo documentation, and overseeing contractor spill response
Preferred Qualifications
- Previous experience in managing environmental inspection projects for linear utility projects including overseeing contractor implementation of environmental conditions and mitigation measures as set forth in permits, plans and procedures, the FERC Certificate, and all other permits, clearances, or other authorizing documents
- Previous experience with permitting requirements for linear utility infrastructure
- Knowledge of regional sensitive habitats and special status wildlife and plant species
- Exhibit solid, practical skills in Microsoft Office applications (e.g., Excel, Word, Power Point
- Experience with digital data collection tools including (but not limited too):
Fulcrum, ESRI's ArcGIS Collector/Field Maps, GPS, etc. - Willingness to travel to support medium term inspection programs
- California issued Erosion and Sediment control certification(s) if applicable
