This role serves as the owner’s representative for asset quality, third party property management performance, and capital planning accuracy.

The Quality Construction Manager II (QCM) is responsible for overseeing the physical: condition, compliance readiness, and long term capital planning of CPP’s stabilized multifamily portfolio nationwide. This role serves as the owner’s representative for asset quality, third party property management performance, and capital planning accuracy. The QCM leads the annual inspection program for stabilized properties and ensures inspection findings directly inform the assigned Asset Manager(AM) through the: five year capital improvement planning, Cap Ex prioritization, and budget development assistance.

The role works closely with Asset Management to verify that third party property management are maintained maintaining properties in an NSPIRE ready condition at all times and that environmental hazard Operations and Maintenance plans are actively being implemented and followed. Act as a 504 coordinator designate to assist in the receiving and processing of resident 504 Request. In addition, the QCM provides oversight and direction to third party property management companies, vendors, and internal staff to ensure consistent asset preservation, risk mitigation, and data driven reporting to senior leadership.

Position Responsibilities
  • Supervise the Assistant Quality Construction Manager, including training, work planning, quality control of inspections, documentation standards, and performance management
  • Act as a 504 coordinator designate to assist in the receiving and processing of resident 504 Request (reasonable accommodations and modifications)
  • Lead and execute annual physical inspection of all stabilized properties within the portfolio, ensuring full coverage and consistent inspection methodology
  • Evaluate third party property management performance related to preventative maintenance, work order execution, asset preservation, and environmental hazard and physical condition compliance with known federal, state and local ordinances.
  • Document inspection findings and update property specific five year capital improvement plans based on observed conditions, risks, and remaining useful life assessments
  • Partner with Asset Management to translate inspection findings into Cap Ex prioritization, budget recommendations, and long range planning strategies
  • Establish verify and enforce NSPIRE ready standards as an ongoing operational requirement rather than a reactive inspection activity.
  • Verify active compliance with environmental hazard Operations and Maintenance plans, including but not limited to asbestos, lead based paint, and other regulated materials
  • Track deficiencies, verify corrective actions, and elevate internally to the unresolved risks when third party management performance is inadequate
  • Review quality of work on large capital projects ($50,000 or more) at stabilized properties to ensure alignment with long term asset preservation goals
  • Support Asset Management with property loss and/or physical asset insurance claims related to stabilized assets and provide guidance to management companies to ensure timely and compliant project execution
  • Gather, analyze, and report asset condition data and trends to senior leadership to support decision making and risk management
