K-12 Bilingual/ESL Lead

Administrative Professional 04 (220 Days)

DEPARTMENT:

A Chapter 21 contract will be issued for this position.
PRIMARY
PURPOSE:
Provide instructional leadership for the planning, implementation, coordination, and continuous improvement of the district's K-12 bilingual, ESL, and language acquisition programs, including the Transitional Bilingual Early Exit Model, Two-Way Dual Language Immersion Model, ESL Program, Languages Other Than English (LOTE), and other approved language acquisition program models. Partner with campus and district leaders to strengthen instructional practices, build educator capacity, and improve outcomes for Emergent Bilingual (EB) students through coaching, professional learning, collaboration, and data-informed decision making.
QUALIFICATIONS:
Minimum Education /Certification
* Master's degree in Education or a related field preferred
* Valid Texas teaching certificate required
* Valid Bilingual and/or ESL certification preferred
* Valid Texas Principal, Mid-Management, Supervisor, or other administrative certification preferred
Experience
* Minimum of three (3) years of successful teaching experience serving Emergent Bilingual students
* Experience in instructional coaching, curriculum leadership, or program coordination preferred
* Experience leading campus or district instructional initiatives preferred
Knowledge and Skills
* Knowledge of bilingual education, ESL, second language acquisition, LOTE, and Texas program requirements
* Knowledge of the Transitional Bilingual Early Exit Model, Two-Way Dual Language Immersion Model, ELPS, PLDs, linguistic accommodations, curriculum, assessment, and instructional best practices
* Ability to coach educators, analyze multiple sources of data, facilitate professional learning, manage projects, and build collaborative relationships
* Excellent communication, organizational, interpersonal, and problem-solving skills
ESSENTIAL FUNCTIONS
I. Leadership & Program Management
* Lead implementation and continuous improvement of the district's Transitional Bilingual Early Exit Model, Two-Way Dual Language Immersion Model, ESL Program, Languages Other Than English (LOTE), and other approved language acquisition program models.
* Support the development, implementation, and continuous improvement of district language acquisition pathways that promote bilingualism, biliteracy, academic achievement, and college, career, and military readiness.
* Partner with the Director of Bilingual, ESL & Language Services to implement district priorities, strategic initiatives, and instructional goals.
* Evaluate bilingual and ESL programs using student performance data, instructional observations, and campus feedback to guide continuous improvement.
* Develop and refine instructional resources, guidance documents, and implementation tools that support high-quality programming.
* Promote a shared vision of instructional excellence and equitable outcomes for Emergent Bilingual students.
II. Campus Support & Instructional Coaching
* Serve as the district liaison for assigned campuses by building collaborative partnerships with principals, assistant principals, instructional coaches, counselors, and teachers.
* Coach campus leaders and teachers through classroom observations, instructional rounds, learning walks, modeling, and reflective feedback to strengthen bilingual and ESL instruction.
* Support campuses in implementing district bilingual and ESL initiatives with fidelity.
* Analyze student performance data with campus leadership teams to identify instructional priorities and develop continuous improvement plans.
* Support implementation of Campus Improvement Plans related to Emergent Bilingual student achievement.
* Provide consultation and technical assistance regarding effective instructional practices, language development, and research-based strategies.
* Monitor implementation of instructional practices and recommend adjustments that improve student outcomes.
III. Professional Learning & Capacity Building
* Design and facilitate district professional learning aligned with bilingual and ESL program goals and district priorities.
* Develop job-embedded coaching and collaborative learning opportunities that strengthen educator effectiveness.
* Support teachers pursuing bilingual and/or ESL certification.
* Facilitate professional learning communities that promote continuous improvement and shared best practices.
* Identify, evaluate, and promote research-based instructional practices that accelerate language development and academic achievement.
IV. Collaboration & Stakeholder Engagement
* Collaborate across district departments to align instructional initiatives, resources, and services that support Emergent Bilingual students.
