Chargé De Mission Sécurisation Financière Et Budgétaire

The Direction of Support to Offer Guidance (DAPO) and its 35 collaborators are looking for their next Financial and Budgetary Security Mission Manager. As a co-pilot of the directorate's budget (over 500 million euros) alongside the director and her deputy, daily support for teams in their conventional management, purchases, and the securing of activities, and as the preferred contact of the Directorate of Budgetary Affairs, Procurement, and Security, and the Directorate of Accounting and Finance, you are an essential link in the performance of the CNSA!

As the "financial and budgetary security administrative mission manager" of the directorate, you ensure the financial and procedural security of the entire directorate, in close collaboration with the General Secretariat of the Fund. Reporting to the director and her deputy, and with the support of the administrative and financial support officer, you are responsible for the following tasks:

• Support for DAPO agents in the completion of their financial activities (preparation of contracts and follow-up of their execution)
• Support for DAPO agents in their procurement
• Charged with budgetary programming, monitoring of budget execution, and budgetary synthesis for DAPO.
• Animation of the financial function and procurement at DAPO
• Reference for DAPO for risk management and internal control
• Contribution to financial work led by the Directorate of Financial and Budgetary Affairs (responses to the Court of Auditors, preparation of the initial budget, information to parliamentarians for the discussion of the PLFSS and PLF etc)
• Relationships with the accounting agency for the payment of contracts and purchases of the directorate where applicable.
• Relationships with managing bodies, ARS, and Departmental Councils in the context of funding granted by DAPO (intervention budget or operating budget)
