Overview
FHLB Dallas is seeking a dedicated individual to serve as Government Relations Officer, responsible for developing and executing the Bank’s government relations strategy, establishing the Bank’s priorities on public policy issues, and targeting pending legislation and regulation impacting the FHLB of Dallas.
Primary Responsibilities- Serve as the Bank’s Government Relations Officer.
- Establish, maintain, and build relationships with key Washington, D.C. and District constituencies.
- Spearhead educational and advocacy initiatives targeting members of Congress, congressional staff, state elected officials, trade associates and regulators.
- Connect the CEO and the Bank’s senior managers with industry stakeholders who can affect FHLBank business.
- Provide counsel to the executive team on appropriate policy positions and strategies concerning regulatory and legislative initiatives.
- Identify and coordinate outreach events involving members of Congress, member financial institutions and community partners to highlight the Bank’s positive impact in the District.
- Oversee the activities of the Bank’s legislative external resources and collaborate with the Council of FHLBanks to more effectively serve the Bank’s District.
- Bachelor’s or graduate degree in business, finance, political science, real estate or a related field.
- 5–8 years of experience in the real‑estate finance industry, ideally in a policy, government relations or community relations position.
- Knowledge of key stakeholders in the real‑estate finance industry, including trade associations, industry coalitions and housing groups.
- Ability to independently develop and execute a strategic outreach plan to key stakeholders.
- Ability to manage multiple deadlines, work under pressure and work effectively with all levels within the Bank.
- Superior communication, interpersonal, presentation and analytical skills.
- Extensive travel required, along with the ability to work weekends and evenings when necessary to meet job duties and responsibilities.
- Thorough knowledge of the real‑estate finance/financial services industry and considerable knowledge of the FHLBank System strongly preferred.
The position requires routine cognitive ability; sit and move about the office; speak, read, listen, and write; use hands to finger, handle, or feel objects, tools or controls. Occasional standing, reaching, climbing stairs, stooping, kneeling or crouching may be required. Specific vision requirements include close vision, distance vision, depth perception, and the ability to adjust focus. The position also requires the ability to drive an automobile and fly on commercial airlines.
Lifting may occur up to 25 pounds.
The work environment is a temperature‑controlled office with low to moderate noise. Tasks often involve computer use for extended periods, mental concentration, attention to detail, and complex tasks under deadline pressure. Occasional evening and weekend work may be required.
