The Director of People Operations is responsible for leading all core HR operations for Divcon, including payroll and benefits administration, HR systems, compliance, policy governance, and the full suite of employee‑lifecycle processes. Reporting directly to the Vice President of Human Resources, this role provides strategic and hands‑on leadership to the People Operations Manager, HR Business Partner, and Office & Admin Manager.

This role partners closely with business leaders and HR leadership to support organizational planning, performance management, compensation initiatives, investigations, employee engagement, and HR systems integration. The Director acts as a hands‑on people leader while driving scalable processes that support a growing, high‑expectation workforce.

Key Responsibilities
  • People Operations & Organizational Support
  • Lead the development, optimization, and execution of HR operational processes across the full employee lifecycle, including onboarding, offboarding, HR transactions, data management, document control, and workflow consistency.
  • Partner with business and HR leaders on organizational planning, workforce management, role design, and structural support to meet evolving business needs.
  • Support compensation planning, benchmarking, and internal equity analysis in partnership with HR leadership.
  • Provide performance management guidance, coaching, and tools for managers to drive accountability and employee development.
  • Conduct or oversee employee relations investigations to ensure fairness, consistency, and compliance with company policy and legal standards.
  • Develop retention and engagement strategies grounded in data, insights, and business priorities.
  • Oversee day‑to‑day HR service delivery, ensuring timely, accurate, and employee‑centric support for inquiries and HR transactions.
  • Build strong cross‑functional relationships to ensure HR support is accessible, responsive, and aligned with business needs.
  • Continuously identify opportunities to enhance HR service delivery, employee experience, and operational efficiency.
Payroll & Benefits Administration
  • Oversee all payroll and benefits administration processes, ensuring timely, accurate, and compliant execution.
  • Ensure adherence to wage and hour laws, payroll tax regulations, benefits compliance requirements (ERISA, ACA, COBRA), and internal controls.
  • Provide support, leadership, and escalation guidance for payroll and benefits staff.
  • Partner with Finance on payroll reconciliations, audits, compensation‑related workflows, and reporting needs.
  • Ensure a high‑quality, service‑oriented employee experience for payroll and benefits inquiries.
Policy Enforcement & Labor Law Compliance
  • Serve as the primary owner of HR policy administration, updates, communication, and enforcement across the organization.
  • Ensure compliance with federal, state, and local employment laws, including FMLA, ADA, wage and hour regulations, recordkeeping, and multi‑state requirements.
  • Maintain the employee handbook, SOP documentation, and audit readiness for all HR operational areas.
  • Monitor regulatory changes and proactively update processes, policies, and systems to ensure ongoing compliance.
HR Systems & Technology
  • Oversee HRIS administration, system configuration, data accuracy, and workflow optimization.
  • Lead HR systems integration efforts across multiple departments (Finance, IT, Operations, etc.) to ensure seamless process alignment and data flow.
  • Partner with cross‑functional stakeholders to ensure system updates support organizational needs, enhance collaboration, and maintain data integrity.
  • Identify automation opportunities and leverage technology to streamline HR operations, reduce manual work, and improve reporting capabilities.
  • Maintain system governance protocols, user permissions, and data privacy standards.
