Messaging Compliance Engineer - Vice President

Responsibilities

• Architect, design and develop new Archive products, enhancements and services for the messaging compliance space based on global business and regulatory requirements.
• Work with vendors to formulate contract revisions, negotiate SOWs and SLAs to meet Citi’s strategic objectives, budgets and timelines.
• Collaborate with country stakeholders (Legal, Compliance, Risk, Offshoring, Data Privacy) to define the policies needed to deliver a fully compliant and cost‑effective archive strategy in this space.
• Ensure that electronic messaging and communications products are compliant with laws, rules and policies for proper archiving, retention, supervision and controls based on changing geographic, regulatory and legal requirements, while meeting Citi security standards and controls.
• Govern standards for compliance products and integrate them into Citi production systems, operational models and processes.
• Develop effective risk‑management plans and ensure that compliance solutions adhere to Citi Risk Management guidelines and principles.
• Work with DWCS and eDiscovery groups on service improvements to measure ongoing performance of the service against SLAs and KRIs.
• Partner with Compliance, Legal, Business Owners, country SMEs and Technology SMEs to satisfy all local requirements.
• Maintain and support the life‑cycle of all software/hardware components by producing solid engineering releases, performing testing, delivering detailed support documentation and script packages.
• Formulate complete business cases and project plans to execute all phases of the program, including RFI/propposal, PoC, budgeting, ordering, deployment, implementation, testing and documentation.
• Supervise and promote Citi engineering products globally, providing guidance to DWCS and business sectors on adoption and implementation of new technologies, level‑3 escalation, performance management and periodic reviews with regional teams and stakeholders.

• Minimum 6 to 10 years of experience in the engineering and deployment of electronic archive and messaging products in large‑scale installations within a financial institution or comparable environment (100K+ users).
• Experience implementing regulatory archive and email/messaging solutions and ensuring compliance with industry best practices and internal corporate requirements; must possess prior project‑management experience using ITIL or an equivalent ITSM framework.
• Technical knowledge of SMTP RFC 5321 & RFC 2822, transmission, routing, delivery and acknowledgment processes.
• Experience with Smarsh, ZL, MS Exchange, MS Teams and Proofpoint product suites.
• Understanding of cloud computing technologies and models, preferably with Amazon AWS and Microsoft Azure.
• Networking knowledge covering email solutions, chat messaging, firewalls, SMTP relays, crypto technologies in Microsoft environments.
• Project management experience ensuring milestones are delivered on time and within budget, integrating with other Citi user platforms.
• Proficiency in Windows, Linux, IIS, Apache, NGINX, MS Active Directory, Exchange, SQL/Oracle databases, and scripting languages (Power Shell, VB Scripting, JScript, Unix shell, Perl, Bash).
