The City of Lancaster is seeking an innovative, service-minded, and community-focused Library Manager to lead the daily operations, programs, staff, and long-term vision of the Lancaster Veterans Memorial Library.

This position is responsible for planning, directing, and managing library operations, employees, contractors, volunteers, programs, collections, partnerships, budget activities, grants, and strategic initiatives. The Library Manager will help ensure the library continues to serve as a welcoming community hub for learning, connection, technology, creativity, and discovery.

Responsibilities

Key responsibilities include overseeing library services and staff, developing programs for residents of all ages, managing collection development and library materials, preparing and monitoring the annual budget, supporting grants, coordinating Library Advisory Board meetings, building community partnerships, and leading the implementation of the Library’s 5‑Year Strategic Plan. The position also supports outreach initiatives such as bookmobile participation at City events.

Qualifications

The ideal candidate will be a strong and supportive leader who believes in developing employees, encouraging teamwork, building trust, and creating an environment where staff feel respected, included, challenged, and empowered to do their best work.

A Master’s degree in Library Science from an accredited university and by the American Library Association is required, along with four years of progressively responsible upper‑management level experience in a related field, including program creation and implementation.

The successful candidate must have excellent communication, organizational, leadership, and customer service skills. Applicants should have experience with library operations, staff supervision, budget preparation and management, program planning, collection development, community partnerships, grants, strategic planning, and public-facing customer service.

A valid Class C Driver’s License with a clean driving record is required. Driving is a requirement of this position. The selected candidate must also be able to obtain and maintain continuing education units and any other certifications required for Library Science professionals.
