Job Title

Vos missions en quelques mots

The missions of the SPARE and therefore of the manager and his/her deputy consist of forming a management pair of the service of autonomy and energy renovation policies (SPARE) in order to supervise the activity of the service and contribute to the strategic and operational management of the deployment of public policies of private housing in favor of energy renovation and the adaptation of housing to the loss of autonomy.

The deputy to the head of the service evolves under the authority of the head of SPARE. The main missions of the deputy to the head of the service are as follows:

  • Ensure the supervision of the teams and their management (a total of fifteen collaborators);
  • Contribute with the ministries of tutelage to the elaboration of the intervention policies of the Agency related to the energy renovation of the private park (MaPrimeRénov', etc.) and the adaptation of housing to the loss of autonomy (Ma Prime Adapt ', etc.);
  • Provide the necessary expertise to the elaboration of these public policies by ensuring an inter-directions pilotage within the agency, in particular to ensure the operationality of the envisaged measures;
  • Contribute to the animation and structuring of the ecosystem: pilot the mobilization of the agency's professionals, carry out exchanges with the national heads of the national network of accompaniment, pilot national partnerships on the service's themes, structure and pilot the support systems for households in their projects (MonAccompagnateurRénov' notably)

The position includes cross-service and inter-direction activities and specific activities within the service. These activities may evolve according to the priorities and missions entrusted to the Agency, to the Direpp and particularly to the SPARE.

Contribute with the head of service to:

  • Co-pilotage of the service and management of the service: set the objectives and ensure the follow-up and the quality of the productions and of their respective route sheets, favor the development of the skills and promote a collaborative working environment.
  • Strategic pilotage and deployment of public policies:
    Carry a strategic, synthetic and operational vision of the action of the ANAH in the matter of energy renovation and of the adaptation of the housing to the loss of autonomy in order to advise, enlighten or solicit arbitrations with the direction and the general direction (ex: mobilization of the actors of the renovation, implementation of Ma Prime Adapt ' and of the advice to the adaptation of the housing to the loss of autonomy, etc.);
    Pilotage of projects with a strong stake: according to the priorities, take in charge dossiers strategically
  • Institutional representation:
    Carry with the partners of the Agency;
    Represent the Agency in national or territorial instances
  • Profile Sought

    Profile sought:

    • A minimum experience of more than 6 years and a good knowledge of public policies carried by the Anah and of their institutional framework are strongly recommended.
    • In particular, a recognized capacity in the matter of carrying complex public policies is a prerequisite in view of the very sensitive political context on these subjects.
    • An experience in pilotage of project and in animation of team is strongly recommended.
    • Minimum level of study required:
      Bac + 5
