Deputy Head of Department for Economic Sovereignty and Defense Industries

The Deputy Head of Department is responsible for economic sovereignty and defense industries. They assist the Head of Department on the entire scope of the two sections (EGIDE and MARS) and lead, under the authority of the Deputy Director and Head of Department, work related to economic sovereignty issues, protection of strategic assets, resilience of supply chains, and support for the defense industrial and technological base (BITD).

Their portfolio also includes the study of the use of law and standards, in the context of contemporary strategic dynamics. They contribute to the reflection of this general direction by writing notes and reports, and participate in working groups (ministerial and interministerial) on related issues. Their studies are carried out in the context of power rivalries in areas of interest to France, with particular expertise on China.

The Deputy also coordinates, in conjunction with other services of the DGRIS, the entities of the Ministry, and in consultation with the SGDSN and other ministries, the writing or co-piloting of inter-service work to develop proposals on defense strategy, as well as strategic and prospective analyses in the areas covered by the "Defense Strategy" direction.

Holder of a doctorate or a master's degree 2, you have solid experience (> 5 years, close to 10 years ideally) in terms of team management and/or cross-project leadership, have carried out university work conferring you with writing skills and you have at least one institutional experience in France or in a large industrial group of the BITD. You possess knowledge of technological issues related to dual-use goods and demonstrate a solid knowledge of economic sovereignty issues, through your experience in the field of economic and industrial affairs.

You communicate in English, both written and spoken and show great autonomy in work. You know the MINARMAC and the organization of the armed forces, and have developed notions in terms of great strategy, competitors and threats of France as well as conflict in different fields and environments. Your initiative spirit, your relational skills and your sense of teamwork will be indispensable to the exercise of your missions.
