Overview

The City of Issaquah Community Planning and Development Department is seeking a Development Engineering Manager to join our team. The department guides growth and development through city codes, standards, plan review, and plans to achieve the community's vision as expressed in the City's Comprehensive Plan. The Development Engineering Manager plays a critical role in ensuring that the City's built environment meets the current and future needs of residents.

This is a working manager role, supervising a team of 6 professional and technical staff responsible for engineering development review and construction inspection of private development projects. The manager coordinates with planning, building, and permitting staff in the Community Planning and Development Department and with the City's capital projects engineers in Public Works.

Responsibilities
  • Ensure that development proposals and permits are in compliance with engineering standards and City code.
  • Oversee the development engineering team and the construction inspection team for private residential and commercial development projects.
  • Lead updates to City code, policy, and procedure as needed.
  • Participate in and lead multi-disciplinary teams, including professionals in engineering, planning, permitting, and building.
  • Develop and monitor budgets.
  • Work closely with other departments, especially the Public Works Department, to achieve synergistic outcomes.
  • Be a mentor and champion for staff, both supervised staff and staff in other departments.
  • Be an integral part of the Community Planning and Development management team.
Leadership and Operations
  • Plans, organizes, directs, and manages the work of an engineering workgroup; plans workloads, assigns staff, develops metrics, evaluates projects, and adjusts priorities as needed.
  • Sets goals and priorities for the engineering workgroup; provides direction, training, and leadership to engineering and other technical and administrative staff; ensures efficient operation of the workgroup.
  • Provides supervision to division staff, including evaluating performance, mentoring, development, and making recommendations for hiring, discipline, and termination of staff.
  • Evaluates engineering operations and implements improvements to customer service, productivity and efficiency.
  • Prepares workgroup budget, implements budgeted items, monitors expenditures, and plans for long-term needs.
  • Manages long-term plans for workgroup operations, ensuring compliance with laws and regulations; coordinates with other agencies and jurisdictions; presents at community meetings, commissions, and City Council.
  • Serves as project manager or guides the work of staff on large, complex, or sensitive engineering projects.
  • Manages consultant contracts, including procurement, coordination, and performance management.
  • May perform the functions of a Senior Engineer as necessary to complete departmental projects and workplan items.
  • Serves as a technical expert in engineering policy and technical issues; briefs elected officials, internal staff, and City administration on public policy, procedures, and City code.
  • May serve as liaison to boards, commissions, and/or Council committees.
Qualifications
  • Bachelor's degree in civil engineering.
  • Five or more years of progressively responsible supervisory experience in civil engineering or related field, including project management experience.
  • Professional Engineer's license required; if the PE license is from another state, ability to obtain Washington PE license within 6 months of hire.
  • Valid WA State driver's license with a driving record that meets City standards.
  • Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
