JOB DESCRIPTION General

Summary:

The Grants & Emergency Management Analyst works under the direction of the Deputy Director/Chief, Emergency Manager, or designee. The Analyst plans, coordinates, and implements operational programs related to Emergency Management and Agency-wide strategic initiatives. The position performs research, program coordination, grant administration, budget analysis, disaster recovery coordination, compliance management, and operational support functions in support of Agency operations and regional emergency management initiatives.

Responsibilities include grant research, application development, grant writing, grant management, procurement coordination, compliance tracking, intergovernmental coordination, FEMA reimbursement documentation, financial reporting, and quarterly/final grant reporting requirements. While organizationally assigned to Emergency Management, this position serves as the primary coordinator and administrator for all Eastside Fire & Rescue grant programs and related reimbursement activities across all departments and divisions of the Agency.

This includes coordination with operational divisions, administration, finance, training, logistics, fleet, EMS, community risk reduction, and regional partners regarding grant opportunities, compliance requirements, project implementation, and reporting obligations. The position may also support Emergency Operations Center (EOC) activations, Incident Command System (ICS) assignments, continuity planning, disaster recovery operations, and regional emergency response coordination during emergencies and planned events. Essential Job Functions – General:
Assists with interdepartmental and intergovernmental programs; provides technical, administrative, and operational assistance to emergency management initiatives. Responsible for disaster cost recovery activities, including tracking, documenting, and compiling Agency incident expenditures consistent with FEMA Public Assistance requirements, State and Federal procurement regulations, and reimbursement standards. Serves as the primary administrator for all Agency grant programs, including grant research, application development, grant writing, interdepartmental coordination, compliance monitoring, procurement coordination, project implementation tracking, reimbursement documentation, audit preparation, budget tracking, and quarterly/final reporting requirements.

Coordinates with all Agency divisions regarding grant opportunities, capital projects, equipment acquisitions, program funding, and compliance requirements to support Agency strategic goals and operational priorities. Maintains cooperative working relationships with partner agencies and serves as liaison between organizations and agencies to coordinate regional issues and emergency management programs. Supports the relationship between EF&R and the constituent population by demonstrating courteous, cooperative, and professional behavior when interacting with employees, visitors, agencies, and the public.

Maintains confidentiality of work-related issues, records, Agency information, and partner agency information; performs related duties as assigned. Position is expected to become familiar with the core concepts of emergency management, including ICS and NIMS, and may support Incident Command Structures, Emergency Operations Center (EOC) activations, and partner agency emergency incidents or planned events. Other duties as assigned. Knowledge, Skills, and Abilities:
Knowledge of organizational operations, planning, research, design, and analysis. Knowledge of principles and techniques for project management, organizational development, grant application processes, and grant management. Knowledge of principles and practices of budgeting, cost accounting, procurement requirements, grant administration, records management, and contract management. Knowledge of applicable State and Federal statutes, rules, codes, and regulations related to Emergency Management, disaster response, and public sector grant compliance.

Knowledge of principles and practices for public damage assessment, cost tracking, FEMA reimbursement documentation, and disaster cost recovery processes.
