Position: SENIOR CIVIL ENGINEER - DEPT OF TRANSPORTATION

Position Summary

Salary commensurate with experience, qualifications and certifications. Possession of a valid Michigan Drivers' License required. Seasonal hours available Spring through Fall (four, 10 hour shifts; Monday through Thursday, 6 am to 4 pm). Winter hours are Monday through Friday.

RESPONSIBILITIES &

QUALIFICATIONS:

  • Directs and leads Civil Engineers and Project Engineers on multiple projects and work assignments simultaneously, ensuring all aspects are delivered on time, within scope, and within budget.
  • Oversees, manages, or directs the following:
    • Plans and specifications for federal and state grant‑funded road and bridge construction projects and preventative maintenance projects in accordance with mandatory federal, state, and county design standards.
    • The engineering team’s use of computer‑aided design (CAD) and related software packages (e.g., AutoCAD Civil 3D, HydroCAD, AASHTOWare, Road Soft, etc.) to design projects and monitor construction QA/QC efforts.
    • Quality assurance and control measures for millions of dollars in annual road and bridge construction projects in order to ensure compliance with federal and state regulations, project specifications and best practices. Ensures that the engineering team properly inspects, records, and documents progress on all construction projects.
    • The preparation of various reports, environmental assessments, grant applications, requests for proposals and correspondence. Directs and assists with the preparation and presentation of special engineering studies and reports.
    • JCDOT’s bridge inspections and asset management database in the MDOT MiBridge program.
    • Engineering staff to acquire survey information, codes, specifications, and input from regulatory agencies (e.g., Michigan Department of Transportation (MDOT), Michigan Department of Great Lakes and Energy (EGLE), and Department of Natural Resources (DNR) to develop and design road, bridge, drainage, construction, and maintenance projects.
  • Exercises professional judgment and discretion in the field to determine actual field conditions, solve problems, and makes sound recommendations to the Director of Engineering and/or Managing Director on necessary adjustments in project design and/or construction.
  • Works with the Director of Engineering to develop both short and long range capital improvement plans for construction and improvement projects, and submits recommendations to the Managing Director for review and approval.
  • Monitors the preparation of the Act
    51 Certification maps and all reports of new streets and roads in the County Road Department system, as well as backup documentation for state and federal funding. Manages the engineering team’s tracking of the status of all road classifications and ensures updates are provided as needed.
  • Manages the engineering team’s PASER collection program and traffic counting operations, and allocates staff resources to set and meet annual goals.
  • Administers, prepares, and oversees various grant applications, programs, and projects as assigned by the Director of Engineering. Responsible for grant project audits in conjunction with the engineering team.
  • Directs and oversees the engineering team’s services and integration with the operations division, including technical advice on design, construction, maintenance, and drainage issues as requested.
  • QUALIFICATIONS
    • Education:

      Bachelor’s Degree in civil engineering, construction engineering, or related engineering field required. Master’s Degree in civil engineering, public administration, business administration, or a related field strongly preferred.
    • Experience:

      A minimum of five to seven years of experience in transportation infrastructure and public works projects, civil engineering, project design, construction inspection, surveying, computer-aided design, and/or related area. Experience managing a team of employees in a senior leadership position is preferred. At the discretion of the Managing Director, an equivalent combination of education and experience may be considered.
