This position is for an accountant within the Finance Service Department at the G.V. "Sonny" Montgomery Veterans Health Care System. The employee will perform a range of accountant duties across fiscal appropriations. The work directly impacts accounting, budgeting, administration, financial systems, cash processing, voucher examination, and payroll operations within the South Central VA Healthcare Network. Individual Occupational Requirement (IOR)The 0510 series requires specific education or experience to be met in order to be appointed to a position of this series. Applicants must meet one of the following Education or Experience IORs set by the Office of Personnel Management (OPM).
- Education Requirement: Degree in accounting, or a related field such as business administration, finance, or public administration that includes or is supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard; "accountant" is generally interpreted as "accountant and/or auditor.")
- Combination of education and experience:
- At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college‑level education, and training that provided professional accounting knowledge.
- The applicant’s background must also include one of the following:
- Twenty‑four semester hours in accounting or auditing courses of appropriate type and quality, which can include up to 6 hours of business law.
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
- Completion of a degree that included substantial coursework in accounting or auditing (e.g., 15 semester hours). Although this does not fully satisfy the 24‑semester-hour requirement, the applicant:
- Has successfully worked at the full‑performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining).
- A panel of at least two higher‑level professional accountants or auditors has determined that the applicant’s knowledge of accounting and related fields equals that normally associated with successful completion of a full‑time 4‑year course of study.
- Except for literal nonconformance to the 24‑semester‑hour requirement, the education, training, and experience fully meet the specified requirements.
In addition to meeting the above Individual Occupational Requirement (IOR) and Time‑In‑Grade, applicants must also meet the experience and/or directly related education relevant to this position.
Specialized Experience- One year of specialized experience equivalent to at least the GS‑07 grade level in the Federal service, including:
- Experience with preparing financial statement reports.
- Experience with analyzing, verifying, reconciling, and correcting fiscal records using various accounting systems.
- Experience with accounting principles and procedures related to appropriation funding allotments, cost accounting, obligations, disbursements, and the ability to analyze the interrelationship of accounts affected by various transactions.
- Experience using various accounting system software package applications and computer systems to resolve problems of processed transactions.
- Proficiency in spreadsheets, SharePoint, and websites for financial processes.
- Master's or equivalent graduate degree, or 2 full years of progressively higher‑level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Examples of related fields include, but are not limited to, accounting, business administration, finance, or public administration that includes or is supplemented by 24 semester hours in accounting.
