Summary
This position participates in design review conferences – reviews preliminary plans and specifications prior to advertisement for practicability – anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre‑bid conferences to orient and inform bidders as to features – requirements – and special conditions.
QualificationsTo qualify for this position – applicants must meet all requirements by the closing date of this announcement – 06/09/2026. Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspecting materials and workmanship and ensuring adherence to safety requirements.
Supervisor of craft persons – equipment operators – or mechanics engaged in construction work – provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to meeting the above Individual Occupational Requirements – applicants must also meet the experience and/or directly related education relevant to this position.
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS‑11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
- Construction Oversight – monitors projects to ensure compliance with plans, safety standards and contract requirements through inspections and evaluation of work and operations.
- Contract Administration – reviews contracts, manages modifications, prepares cost estimates and negotiates changes related to site conditions, design updates or quantity variations.
- Plan Review and Software Use – analyzes plans and specifications for feasibility and compliance, identifies potential issues and uses tools such as computer‑aided design, Autodesk, Procore, RSMeans and Excel.
- Progress and Payments – tracks project progress, prepares reports, reviews contractor estimates and recommends payments based on completed work and contract compliance.
- Quality and Safety Compliance – ensures adherence to safety standards and quality control through inspections, data analysis and monitoring contractor performance.
Physical Requirements:
The work requires some physical exertion – such as long periods of standing; walking over rough, uneven, rocky or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (23 kilograms) – such as testing or measuring equipment – and/or regular visits to construction, industrial, marine or other outdoor sites.
The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. A pre‑placement physical examination is not required.
