Education Program Development Specialist III – Hinds County, MS

Salary: $47,425.15 – $71,208.87 annually

The Education Program Development Specialist III supports local education agencies in developing, implementing, and improving high‑quality instructional Individualized Education Programs (IEPs). The specialist collaborates with teachers, administrators, special education leaders, and related service providers to ensure IEPs are data‑informed, legally compliant, and designed to produce meaningful educational outcomes for students with disabilities.

Responsibilities
  • Support a statewide training program focused on high‑quality IEP development, differentiated instruction and implementation fidelity.
  • Develop and disseminate guidance documents, tools, and instructional resources.
  • Provide technical assistance to LEAs, schools and educators to strengthen measurable academic IEP goals, accommodations, instructional practices, and data‑based decision‑making.
  • Conduct education benefit reviews and analyze data for IEP effectiveness.
  • Collaborate with stakeholders to identify needs and deliver appropriate technical assistance.
  • Ensure alignment of policies and practices across MDE offices.
  • Design and deliver professional development, training sessions, and coaching.
  • Collect and analyze data to measure the effectiveness of TA strategies.
  • Act as liaison among state agencies, school districts and community partners.
  • Assist with compliance monitoring and implementation of federal and state regulations related to IEPs.
  • Disseminate resources, toolkits and guidance materials to improve student outcomes.
Qualifications

Education:

Typically a relevant Bachelor’s Degree.

Experience:

3+ years in special education service delivery and technical assistance.

Relevant credentials: valid Special Education Mississippi Educator Professional License preferred.

Knowledge: IDEA, special education compliance requirements, Mississippi College and Career Readiness Standards, and Mississippi Alternate Academic Achievement Standards.
