Duties, Responsibilities, and Authorities:
If the project has no dedicated Project Manager on site, the Project-in-Charge (PIC) is responsible for overall site construction management under the remote supervision of the SP Group Project Manager, NSP Project Manager, and COD Head.
The PIC attends pre-mobilization inspections with the Design Coordinator and Safety Officer to determine if the site is ready for hand-over by the owner and to commence installation works. The PIC submits a punch list to the Design Coordinator if the site is not yet ready.
The PIC prepares and submits Material Requisition Slips (MRS) for tools, materials, and resources required for the project, for review and approval by the COD approver(s).
The PIC assists with procurement by liaising with suppliers and vendors to verify the conformance of materials and services, endorsing these to the Immediate Manager and COD Head for review and approval.
The PIC provides Bill of Quantities (BOQ) based on approved detailed structural designs for civil works subcontractor procurement (SP).
Along with the Safety Officer, the PIC ensures the safety and security of delivered and installed equipment and materials during construction.
The PIC conducts regular inspections and monitors daily site activities, reporting any non-conformance with approved drawings, method statements, and quality policies to the PIC.
The PIC reports project status, accomplishments, and concerns to the Immediate Manager and COD Head. If delays occur, the PIC recommends solutions and drafts time extension proposals for approval.
The PIC prepares and recommends progress billing, drafts incident reports for variation orders, and attends project meetings as required.
The PIC maintains records of daily activities, updates weekly accomplishment reports for PMCom and KPI tracking, and prepares sketches or shop drawings based on site conditions for endorsement.
For NSP PICs, coordinates with the Testing Supervisor to prepare test packages and method statements, considering the approval process which may take 1-3 months due to third-party requirements.
The PIC addresses punch lists prior to demobilization, supervises demobilization activities, leads rectification of defects found during testing and commissioning, and manages final billing documentation.
The PIC conducts startup and testing of equipment, secures client approval, and inspects for handover certification. When under O&M and covered by warranty, the PIC conducts inspections and troubleshooting with the O&M Department.
Job Qualifications include a BS degree in Civil, Mechanical, or Electrical Engineering, a PRC License, 1-3 years of relevant experience, proficiency in MS Office, knowledge of project planning and management, and skills in CADD and Sketch Up. Strong leadership, organizational, communication, and critical thinking skills are essential.
