The Mississippi Department of Environmental Quality is recruiting for an Environmental Engineer Team Lead (working title: Construction Stormwater Branch Manager) position located in Hinds County, Mississippi. This is a time-limited NS-14 position. This position is responsible for managing construction stormwater permitting and compliance activities for the assigned branch. The incumbent will apply engineering principles and practices to ensure regulated activities comply with applicable state and federal construction stormwater requirements.
Duties include reviewing, interpreting, and implementing laws, regulations, policies, and procedures related to construction stormwater permitting and compliance. The incumbent will communicate regulatory decisions, program expectations, and technical requirements to internal and external stakeholders in a clear, timely, and professional manner. This position directs daily branch operations, including staff supervision, workload planning, process oversight, and coordination of assigned program activities.
Responsibilities also include managing contractor tasks, work orders, and invoicing to support program needs. The incumbent will conduct and oversee inspections, complaint investigations, and coordinate formal enforcement actions with the Environmental Compliance and Enforcement Division (ECED). Additional duties include identifying and implementing program improvements to support consistent, efficient, and defensible regulatory decisions. The successful candidate should possess strong technical engineering knowledge, leadership skills, communication skills, and the ability to manage complex regulatory compliance activities professionally and in a timely manner.

The successful candidate should be highly organized and able to manage a fast‑paced, high‑profile workload involving multiple competing deadlines. The candidate should possess strong engineering judgment, including the ability to evaluate construction stormwater plans, Best Management Practice (BMP) designs, and project‑specific technical details. The successful candidate should be able to read, interpret, and apply state and federal regulations consistently and accurately.
Strong communication skills are essential, including the ability to clearly explain regulatory requirements, technical issues, and permitting or compliance decisions to applicants, engineers, agency staff, and leadership. This position requires professionalism, diplomacy, sound judgment, and the ability to work effectively on sensitive, high‑profile, or controversial projects. The successful candidate should be responsive and dependable, with the ability to make timely, consistent, and defensible permitting and compliance decisions.
The candidate should also be committed to supporting staff, improving processes, and carrying out the agency’s mission.
Typically requires a Bachelor’s Degree, a valid certificate of registration as a Professional Engineer from the Mississippi State Board of Registration for Professional Engineers and Land Surveyors, and 6+ years of engineering experience.
