To be eligible at the GS‑11 level, you must meet at least ONE of the following conditions, as defined below:

• Specialized experience
• Education
• Combination of Education and Experience

One full year of specialized experience equivalent to the GS‑9 level. Specialized experience is defined as performing budget or financial management work which demonstrated an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include reviewing account obligations and payments; utilizing an automated accounting system to enter and verify a variety of obligations and payments;

utilizing an automated accounting system to enter and verify a variety of obligations, verify and monitor expenditures, and monitoring credit card obligations for accuracy and completeness; conducting audits, tracking funds, and developing statistical reports; and overseeing the processing of travel authorization, vouchers and claims.

One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Finance, Business Administration): a Ph.D. or equivalent doctorate degree; OR 2 full years of progressively higher‑leveI graduate education leading to such a degree.

A combination of specialized experience and graduate level education which when combined equal 100% of the requirements. To qualify based on a combination, graduate education must be in excess of 2 full years. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 36 semester hours or your school's definition of two full years of graduate study.

Then divide the total number of your excess graduate semester hours by 18 or your school definition of one year of graduate study. To calculate your percentage of qualifying experience, divide your total number of month of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.

To be eligible at the GS‑12 level, you must meet at least ONE of the following conditions, as defined below:

• Specialized Experience

One full year of specialized experience equivalent to the GS‑11 level. Specialized experience is defined as experience developing, maintaining, and administering financial data to control execution of short and long‑range budgets; monitoring obligations, appropriating funds, and validating expenses; utilizing an automated financial management information system to enter financial data, track funds, and develop financial and budget reports; preparing budget estimates and projections utilizing past obligations, fund level, validity of request, and compliance with current policies and priorities;

developing internal budget policies and procedures; and updated top level management officials on the status of financial operations and funding level and providing technical guidance, advise, and assistance on the planning and development of future and current budget requirements and status.
