Overview:
The client is seeking Blended Training Model:
Combination of Instructor-Led Training (ILT), Computer-Based Training (CBT) modules, videos, scenario-based exercises/labs, job aids/decision tools (Quick Reference Guides), and knowledge assessments
Responsibilities:
Key Topics (grouped into curriculum phases):

• • Foundations + Workflow (SOPs, End-to-End Workflow)
• • Core Processing (Applications, Redeterminations) Pilot new training content; initial Train-the
  - Trainer (TTT) session.
• • Complex Cases + Scenario Labs (e.g., Income Trust, COE 19, Decision Trees)
• • Quality, Productivity, and Optimization Finalize curriculum;
  Conduct TTT session.
• • Key Deliverables:
  Instructional Design Plan and Objectives
• • ILT and CBT modules
• • Scenario-based exercises and labs
• • Job aids and decision tools
• • Knowledge assessments
• • Facilitator guides
• • TTT Plan, Objectives, and Performance Matrix for Trainer Readiness Evaluation.

Technology / Technical Requirements

• • Training must align with existing DOM systems (e.g., MEDS for navigation and case management).
• • CBT modules and videos to be compatible with standard Learning Management Systems (LMS) platforms and utilize the Articulate product suite for development.
• • CBT modules must meet SCORM (compatible to our LMS via Workday) and Section 508 accessibility standards
• • No offshore/nearshore specified – on-site or remote as approved.
• • All deliverables (courses, modules, aids, assessments) documented and submitted for review.
• • Approval criteria will be set up and coordinated with a DOM PM resource. At minimum, this will require SME, training management, and executive sponsor sign off.
• • Progress reports, revised work plans as needed

Qualification:
Required Vendor Experience

• Three years proven experience developing blended LTSS/Medicaid training curricula (ILT, CBT, scenario-based).
• Expertise in workflow analysis, job aids, and Medicaid operations (applications, redeterminations, and complex cases).
• References for similar projects required.

• Yes, include resumes for each required key personnel (Instructional Designers, Facilitators, PM/QA, etc.).

Security Requirements

• Compliance with all DOM and State of Mississippi security, privacy, and data handling standards (HIPAA- aligned where applicable). Vendor will be required to sign a DOM Business Associate Agreement (BAA) before any agreement is executed by both parties.
