Position: SUPERVISORY MANAGEMENT & PROGRAM SPECIALIST

Summary You will serve as a SUPERVISORY MANAGEMENT & PROGRAM SPECIALIST in the HUMAN CAPITAL MANAGEMENT STAFF (N15) COMMAND SERVICES DEPARTMENT (N1) of NAVOCEANO BAY ST LOUIS.Summary You will serve as a SUPERVISORY MANAGEMENT & PROGRAM SPECIALIST in the HUMAN CAPITAL MANAGEMENT STAFF (N15) COMMAND SERVICES DEPARTMENT (N1) of NAVOCEANO BAY ST LOUIS.Duties

  • You will exercise the full range of first and second-level supervisory authorities over a multi-disciplinary team directing the work of subordinate supervisors and staff.
  • You will plan, direct and assign work to subordinate supervisors and staff, establishing deadlines and priorities to accomplish mission-critical objectives.
  • You will hear and resolve group grievances and serious employee complaints.
  • You will foster a positive work environment, proactively addressing morale issues and maintaining open lines of communication.
  • You will provide management oversight for the planning and execution of funds assigned to the Human Capital Management staff in accordance with the authorized budget for the fiscal year.
  • You will oversee execution of FY budget allocated to the group, ensuring the timely and most cost-effective expenditures of those resources.
  • You will implement controls to monitor contracts for proper performance and for prompt payment through invoices.
  • You will set priorities and provide guidelines for completion of work; explain work requirement, methods and procedures as necessary.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Supervisory skills and/or training, either in the Federal government or private sector;
Leadership skills in order to lead a team in support of missions, functions, and tasks of an organization;
Resource management skills such as budget development, planning, and execution;
Organizational management planning, organizing, and directing the work activities of personnel and coordinating with others in the organization to meet program objectives;
Experience in communicating orally, and in writing, specifically with high level personnel;
Experience with Human Capital Management policies, guidance, and practices;
Experience with Human Resources policy and guidance, and practices.
