Franchise Service Administrator

Position: FRANCHISE SERVICE ADMINISTRATOR
Essential Duties and Responsibilities
• Review franchise requests from cellular and wireless telecommunications companies and provide recommendations.
• Assist with research, negotiations, and drafting ordinances, telecommunications franchise agreements, and related procedures.
• Help enforce and manage franchise agreements in accordance with federal, state, and local laws.
• Support the Telecommunications Manager in overseeing telecommunications access to the City of Jackson (COJ) public ways and ensuring the COJ receives fair compensation.
• Develop procedures to help reduce congestion, inconvenience, visual clutter, and other negative effects caused by telecom installations in public spaces.
• Encourage telecommunications providers to include minority and women owned business participation in their plans.
• Assist the Telecommunications Manager with all matters related to telecommunications infrastructure and cable services.
• Help promote competition and ensure broadband access is available to all residents and businesses.
• Plan, assign, and review the work of staff involved in franchise and publicway matters.
• Assist in preparing the telecommunications budget, making recommendations, and monitoring spending.
