Director of Finance & Purchasing

OMNI is honored to be retained by Jackson County, Missouri in the recruitment of their next Director of Finance & Purchasing. This key leadership role is responsible for guiding the County's financial operations and procurement functions to ensure fiscal integrity, operational efficiency, and alignment with executive and legislative priorities.

Jackson County serves approximately 654,000 residents across the Kansas City metropolitan area, delivering essential services such as public safety, infrastructure, parks and recreation, and tax administration. The Director will play a pivotal role in supporting these services through strong financial stewardship and transparent resource management.

Reporting to the Chief Administrative Officer, the Director provides strategic oversight of the Finance, Purchasing, and Budget functions, managing a departmental budget of over $1.7 million and supporting the County's annual budget exceeding $300 million. This position leads financial planning, accounting, payroll, procurement, treasury operations, and audit coordination while maintaining strong internal controls and regulatory compliance.

Key responsibilities include serving as Chief Purchasing Officer overseeing procurement, competitive bidding, contract management, and purchasing policy enforcement. The position directs budget development and monitoring, provides revenue and expenditure forecasting, accurate financial reporting, and advises leadership on the fiscal impacts of policies and legislative actions. Additional duties include managing investments, debt administration, cash flow, payroll operations, and coordinating annual external audits.

The ideal candidate is a collaborative and forward-thinking leader with deep expertise in public sector finance, budgeting, and procurement.

Qualified candidates will have a bachelor's degree in a related field, (8-10+) years of public finance experience and (3) years supervisory experience, with a master's degree and Certified Public Finance Officers credentialing preferred. Strong analytical, communication, political astuteness and team leadership skills are essential.
