The commune of Sandillon is located in the southwest quadrant of the Loiret department in the Centre-Val de Loire Region. It has a population of 4,300 inhabitants. The new term has implemented a specific governance based on a territorial authority ensured in a duo by the Mayor and the Deputy Mayor. Placed under the authority of the Mayor and collaborating in full trust with the Deputy Mayor, the DGS is the pivot between the municipal team and the administration, ensuring the coherence and effectiveness of public action.
The main mission is to advise the territorial authority, prepare and implement municipal decisions, coordinate the action of services and ensure the administrative, legal, financial, and organizational security of local public action. In this capacity, the DGS accompanies the implementation of the new municipality's mandate orientations, contributes to the structuring of the communal administration, optimizes the resources of the collectivity, and guarantees the continuity and quality of the public service provided to the residents.
The role requires a strategic vision, organizational capacity, a strong sense of dialogue and management, and a mastery of the issues specific to local authorities. Accompanying the municipal team
- Assisting the territorial authority (Mayor and Deputy Mayor) and the deputies for the definition of the strategic orientations of the collectivity and particularly the areas of legal and financial expertise
- Leading or coordinating strategic projects related to the development of the commune's public policies.
- Implementing the orientations of public policies defined by the elected officials and particularly by the territorial authority
- Accompanying the elected officials and the services in the research and follow-up of subsidy files Securing the commune's activity legally
- Preparing and executing the deliberations of the Municipal Council
- Preparing the budget and supervising its execution and update (DM) with the help of the services
- Drafting legal acts (conventions, complex acts if necessary) - Ensuring the follow-up of litigation
- Ensuring strategic, regulatory, and prospective vigilance Management
- Direction and coordination of the commune's services with a view to the operational implementation of the political orientations defined
- Leading and coordinating the organization and optimizing the functioning of the services
- Proposing innovative solutions to modernize the services and better meet the expectations of the inhabitants
- Implementing evaluation and activity follow-up tools
Experience in a similar position
- Mastery of the organization and functioning of territorial authorities
- Knowledge of local public policies and the regulatory framework and mastery of the status of the territorial civil service
- Knowledge of the current regulations and procedures in matters of deliberations, orders, and public contracts and the general functioning of a commune
- Mastery in the conduct and management of projects
- Recognized managerial capacity to animate and mobilize the different interlocutors (institutional and financial partners, elected officials, technicians...) - Relational qualities (teamwork) and writing skills, spirit of initiative, autonomy, rigor, sense of responsibility and public service, discretion.
- Leadership and ability to rally, get the best out of teams through a benevolent management, sense of analysis, discernment, and anticipation, reactivity, autonomy, and aptitude to alert on risks and opportunities. Driving license B is essential.
