Graduation from an accredited college or university with a bachelor's degree and two years of full‑time professional work in one or a combination of the following: academic teaching; educational administration; development of instructional materials for academic programs; or training. - Substitution of Education for

Up to two years of additional graduate coursework in Human Resources Management, Industrial/Organizational Psychology, or any field related to curriculum design, evaluation, instruction, media design, educational evaluation, research, or statistics (e.g., 36 graduate quarter hours may be substituted for one year). - Substitution of Experience for
Education:
Up to four years of teaching or training experience or remaining professional experience may be substituted for education on a year‑for‑year basis. - Substitution for Specialized
Experience:

Must become certified as a facilitator by the Department of Human Resources within six months of hire. - Alternatively:

OverviewUnder general supervision, the employee is responsible for professional training administrative work of average difficulty and supervisory work of routine difficulty; develops and delivers training, may manage training activities for an operating department of state government, and typically supervises a small staff of professional training employees. This class differs from Training Specialist 2 and Training Officer 2 in scope and complexity.
Responsibilities- Facilitate agency‑specific training through various delivery methods, deliver training to internal and external customers, develop or modify training materials, apply adult learning principles, conduct training needs analyses, and develop evaluation tools.
- Coordinate and organize events such as conferences, seminars, and workshops, including scheduling and reserving necessary sites and equipment.
- Ensure compliance with agency standards by compiling information from internal databases, creating an optimal learning environment, verifying equipment functionality, setting up training locations, and ensuring materials and supplies are available for events.
- Enter necessary data into agency‑specific tracking software and utilize various office productivity tools to achieve agency goals; obtain information from various sources to assess training needs and research relevant learning opportunities for employee development.
- Provide information to management for problem‑solving and efficiency and recommend agency‑specific contract vendors to meet customer needs.
- Develop and maintain professional working relationships with internal and external customers and subordinates to enhance productivity and efficiency.
- Perform employee evaluation process, reviewing job performance, providing feedback, guiding staff to meet timeliness standards, and informing them about organizational culture, policies, procedures, workflow, documentation, and system usage.
