Position: Civil Engineering Project Manager (PE), Water & Wastewater

Civil Engineering Project Manager (PE), Water & Wastewater, Houston, TX | The Woodlands, TX | Austin, TX

Halff has a position open for a Water & Wastewater Civil Engineer with a Texas PE License, to join our Water & Wastewater Utilities team as Project Manager in one of our Houston, TX, The Woodlands, TX or Austin, TX offices. The ideal candidate would bring at least 3 years of Project Management experience in Water & Wastewater large diameter pipeline design.

What you will do:
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants, and other stakeholders to ensure deliverables, requirements, schedules, costs, and meeting plans are communicated.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support preparation of scopes of work and budgets.
  • Conduct studies, prepare reports, and read/develop construction plans and specifications.
  • Manage and work collaboratively with multi-discipline teams and subconsultants.
  • Coordinate project deliverables, manage project budgets and schedule, and identify resolution of issues.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations, Halff requirements, and comply with recognized standards and codes of practice.
  • Support preparation of proposals and RFQs.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables, and best practices.
  • Support construction administration of projects and lead or assist permitting efforts.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within the project team.
What you will need:
  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree (preferably in civil or environmental engineering).
  • At least 4 years of experience as a Professional Engineer (PE) in Water & Wastewater large diameter pipeline design.
  • At least 3 years of project management experience in Water & Wastewater large diameter pipeline design.
  • Professional Engineer License (PE) in the State of Texas.
  • Water & Wastewater treatment, pump/lift stations and water storage experience desirable, but not required.
  • Must be proficient with conducting studies, preparing reports, and reading/developing construction plans and specifications.
  • Previous experience in coordinating project deliverables, managing project budgets and schedule, and identifying resolution of issues.
